Change of Use / Change of Occupancy Permit in Unincorporated Juab County, Utah

Juab County Planning and Zoning does not publish a distinct change-of-use or change-of-occupancy permit application, checklist, or fee separate from its general Building Permit Application process — an exhaustive search of juabcounty.gov as of 2026-07-22 (Building Permits page, Codes & Ordinances page, Planning and Zoning page) found no county-specific change-of-use materials, and the county's own Building Permit Application form offers no 'Change of Use' or 'Change of Occupancy' checkbox among its Type of Construction options (Residential, Electrical, Commercial/Industrial, Shed/Garage, Agricultural, Remodel/Addition, Other). The same form does state, in its applicant-certification language, that 'OCCUPANCY OF STRUCTURE IS PROHIBITED UNTIL AFTER FINAL INSPECTION AND CERTIFICATE OF OCCUPANCY IS ISSUED' — confirming a Certificate of Occupancy is issued as part of the county's general Building Permit process, but not documenting a standalone process for a change of use/occupancy on an existing building absent new construction. A change-of-use project is presumed, absent contrary evidence, to be submitted through this same general Building Permit Application.

- Completed Juab County Building Permit Application, signed by owner and/or contractor — no separate change-of-use or change-of-occupancy application is published by the county
- Building official approval before the new occupancy or use commences, where the change of occupancy involves a different fire-protection-system threshold or occupancy classification than the existing use, per 2024 IEBC Chapter 10
- Compliance with the applicable requirements of the current IBC for the new occupancy classification, per 2024 IEBC Chapter 10 (exemptions apply where the new-occupancy area is less than 10% of the building area, the change is not from a Group S or U occupancy, and the new occupancy is not Risk Category IV)
- Certificate of Occupancy issued by the county before the changed use may be occupied — printed directly on the Juab County Building Permit Application
