Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-municipality authority under state enabling statutes (A.R.S. Title 9). The Town of Gila Bend adopts and administers its own construction codes through its Community Development Building and Safety Division, which contracts building-safety plan review and inspection services to Willdan Engineering; the Town does not defer permitting to Maricopa County. Source: Town of Gila Bend Code of Ordinances, Chapter 150 (Building Regulations; Construction) and Town of Gila Bend Building and Safety page (gilabendaz.org/279/Building-and-Safety).
- 2006 International Building Code (IBC), copyrighted by the International Code Council, adopted by reference as the "Building Code of the Town of Gila Bend" (Gila Bend Code of Ordinances § 150.15; 1996 Code, § 15.08.010; Ord. 95-010-005; Ord. 01-03; Ord. 08-02). At least three copies are required to be filed with the Town Clerk. No adoption of a later ICC edition (e.g., 2018/2021 IBC) was found in the current codified ordinances as of this review — the 2006 edition remains the codified baseline.
- 2005 National Electrical Code (NEC), copyrighted by the National Fire Protection Association, adopted by reference as the "Electrical Code for the Town of Gila Bend" (§ 150.16; 1996 Code, § 15.12.010; Ord. 95-010-005; Ord. 01-03; Ord. 08-02).
- 2006 International Mechanical Code (IMC), adopted by reference as the "Mechanical Code for the Town of Gila Bend" (§ 150.17; 1996 Code, § 15.16.010; Ord. 95-010-005; Ord. 01-03; Ord. 08-02).
- 2006 International Plumbing Code (IPC), adopted by reference as the "Plumbing Code for the Town of Gila Bend" (§ 150.18; 1996 Code, § 15.20.010; Ord. 95-010-005; Ord. 01-03; Ord. 08-02).
- 2006 International Fire Code (IFC), adopted by reference and codified under the heading "Uniform Code for the Abatement of Dangerous Buildings" as the "Fire Code for the Town of Gila Bend" (§ 150.19; 1996 Code, § 15.24.010; Ord. 95-010-005; Ord. 08-02).
- 2006 International Residential Code (IRC), copyrighted by the International Code Council, adopted by reference as the "Residential Code for the Town of Gila Bend," with a local amendment to IRC Chapter 23 / Section M2301 (Residential Solar Readiness — solar energy systems) (§ 150.20; Ord. 10-12, passed 10-26-2010).
- Building permit valuations for fee purposes are determined using the most current building valuation data table published by the International Code Council in Building Safety Journal magazine, as republished from time to time; any valuation not specifically covered is classified by the Building Official by nearest-resembling use/construction type (§ 150.03; Ord. 09-02, passed 2-10-2009). The Town's own Fee Schedule (last confirmed amendment 06/07/16, on file as of 5/14/18) also states valuations are calculated per the 2006 IBC square-foot construction cost tables.
- Buildings must conform to the Town's zoning ordinance in addition to Chapter 150 whenever a building permit is issued and inspected (§ 150.01; 1996 Code, § 15.04.010).
- The Building Official function (all building, plumbing, electrical, or other inspection matters referenced anywhere in Chapter 150) is vested in the office of the Town Clerk, with Council-authorized deputies as needed (§ 150.02; 1996 Code, § 15.04.020) — in current practice this function is carried out through the Community Development Department's contract with Willdan Engineering.
- Manufactured homes and factory-built buildings ("on-site permits") are separately regulated: manufactured home permits require 3 plot plans (8.5x11) and zoning clearance; factory-built buildings require 2 complete plan sets bearing approval of the Arizona State Division of Building Codes. Permit types & fees
Residential Building Permit (New Single-Family Residence)
Required for new single-family residence construction in the Town of Gila Bend. Reviewed against the 2006 IRC/IBC as codified in Chapter 150, with plan review and inspections administered by Willdan Engineering under contract to the Town's Community Development Building and Safety Division.
Residential Addition / Remodel Permit
Required for room additions and remodels to existing residences in Gila Bend, reviewed against the 2006 IRC as codified in Chapter 150. Patio covers/additions use a dedicated example package showing easement, property-line, and setback requirements.
Electrical Permit
Required for electrical installation, alteration, or repair work in Gila Bend, governed by the 2005 NEC as codified in Chapter 150 (§ 150.16). Covers residential utility clearances, generator transfer-switch installations, and special-inspection electrical work.
Plumbing Permit
Required for plumbing installation, alteration, or repair work in Gila Bend, governed by the 2006 IPC as codified in Chapter 150 (§ 150.18).
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in Gila Bend, governed by the 2006 IMC as codified in Chapter 150 (§ 150.17).
Residential Solar Photovoltaic (PV) Permit
Rooftop or ground-mount residential solar PV installation in Gila Bend is not a separately named permit type — the Town's Building Plan Check Submittal Checklist (rev. 8.6.16) and Fee Schedule (last confirmed-amended 06/07/16) contain no solar/photovoltaic-specific line item, confirmed after reviewing both documents in full. A PV installation is processed as an Electrical Permit (2005 NEC as adopted, § 150.16) for the interconnection/wiring scope, reviewed and inspected under contract by Willdan Engineering, plus a Residential Building Permit (2006 IBC/IRC, valuation-based) if the racking/mounting requires structural roof work. New single-family/duplex construction is separately subject to the Town's Residential Solar Readiness Ordinance (§ 150.04), which requires later-installation provisions (conduit/piping stub-outs, water heater storage space, dedicated 120V circuit) for homes NOT built with a complete solar system at time of construction — this ordinance does not itself create a distinct solar permit or fee for an actual PV installation.
EV Charger / EVSE Permit
Required for installation of a residential or commercial electric vehicle charging station (EVSE) in Gila Bend, governed by the 2005 NEC as codified in Chapter 150 (§ 150.16). Building safety, plan review, and inspections are administered under contract by Willdan Engineering. The Town's published Fee Schedule (FY2016-2017, on file 5/14/18) has no distinct EV-charger/EVSE line item — a standalone EVSE circuit is billed under the same general valuation-based Building Permit fee table used for other standalone electrical scope, plus the standard Electrical Plan Review fee, or under the flat Temporary Electric Power fee if applicable.
Swimming Pool / Spa Permit
Required for construction of a swimming pool or spa in Gila Bend. Governed by the pool-barrier provisions cross-referenced in the Town's Building Safety FAQ, with separate one-time and standard-plan submittal tracks.
Demolition Permit
Required for demolition of any residential or commercial structure in Gila Bend, or its relocation, under Chapter 150 and Chapter 151 (Moving Buildings) of the Town Code.
Fence Permit
Required for fences over 6 feet in height in Gila Bend, and always applicable to swimming pool barrier fencing regardless of the general height exemption.
Manufactured Home / Factory-Built Building Permit
Required for placement of manufactured homes and factory-built buildings (on-site permits) in Gila Bend. Construction/installation standards for these structure types are regulated directly by the State of Arizona; the Town issues the on-site placement permit.
Sign Permit (Commercial/Business Signage)
Required for installation of commercial/business signage in the Town of Gila Bend. Submitted on the same combined Town of Gila Bend Building Permit Application used for all other permit types (the form has a dedicated 'Sign' checkbox alongside Bldg/Elec/Mech/Plbg/Combo, plus a dedicated Signs data block for Type, Overall Height, Width, Lighted yes/no, and Clearance from ground). Size, height, and placement standards are governed by Article VIII (Signs) of the Town's Zoning Ordinance (§§ 16-8-01 to 16-8-03), which vary by zoning district; sign-specific processing fees are published under the Fee Schedule's Planning and Zoning / Planning Administrative Fees section, distinct from the general valuation-based Building Permit Fee table.
Fire Sprinkler & Fire Alarm Permit
Required for installation of automatic fire extinguishing systems (AFES/fire sprinklers) and fire alarm systems in the Town of Gila Bend, governed by the 2006 International Fire Code adopted by reference as the 'Uniform Fire Code of the Town of Gila Bend' (§ 92.01) and the fire-protection-system provisions of the 2006 IBC as adopted (§ 150.15). Gila Bend maintains its own in-house Fire Department — a paid-staff-and-volunteer Town department (Fire Chief Arelia Henry, 318 W. Papago St.), listed among the Town's own Departments — rather than relying on a separate rural fire district; the Town's own published plan-review timeline table lists 'AFES (Fire Sprinkler)' as its own distinct review category, separate from general Building/Electrical/Mechanical review, confirming the jurisdiction treats fire sprinkler plan review as a distinct product even though it shares the general valuation-based Building Permit fee mechanism with other permit types.
Certificate of Occupancy / Change of Use
The Town of Gila Bend does not publish a separate Change-of-Use or Certificate-of-Occupancy permit application, fee line item, or submittal-checklist section — confirmed absent after full-text review of the Town's Fee Schedule, Building Plan Check Submittal Checklist, Turn Around Times document, and Building Safety FAQ. A Certificate of Occupancy is issued as the closing step of whichever underlying building permit governs the work (New Building (Non-Residential), Tenant Improvements, etc.), under the administrative provisions of the 2006 IBC adopted by reference (§ 150.15), which require a Certificate of Occupancy before a building or structure may be used or occupied and whenever the use or occupancy classification changes. This is an honest 'no distinct permit product' finding, not an omission: Gila Bend is a small town whose Community Development function is limited to the general Building Permit Application process administered through Willdan Engineering, with no dedicated CO/change-of-use intake track.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Gila Bend independently adopts its own construction codes through Chapter 150 of its Code of Ordinances, but contracts day-to-day building-safety plan review, permit issuance, and inspection services to Willdan Engineering rather than staffing an in-house building department; the Town's Community Development office (planning@gilabendaz.org, 928-235-6362) handles zoning/planning intake while Willdan (BuildingSafetyAZ@willdan.com, 480-489-2463) handles permitting/inspections questions.
- Gila Bend's codified ICC edition base is notably old: 2006 IBC/IMC/IPC/IRC and 2005 NEC (Gila Bend Code of Ordinances §§ 150.15-150.20), current through Ord. 25-03 (passed 10-14-2025) per the AM Legal-hosted code library as of this review — no evidence was found of a subsequent code-update ordinance adopting a newer ICC/NEC cycle, unlike several other Maricopa County municipalities that have moved to 2018/2021/2024-cycle codes.
- The Town's own Fee Schedule document is dated on-file 5/14/18, with its own header showing the base amendment as 06/07/16 and a further 08/21/18 change still marked 'Proposed' on the same document — despite exhaustive search (town site, document center, Wayback Machine, web search) no newer fee-schedule resolution was located; this is flagged as the best-available verified fee source, not assumed current pricing.
- The Town's 'Turn Around Times for Submittals' document (Community Development, dated 8/8/16) is Gila Bend's own A.R.S. § 9-835-style published review-timeframe disclosure; it explicitly states these are 'projected time frames only and may change due to workload and staffing considerations' — all reviewTimelineDays figures in this file are sourced directly from that table.
- Fences 6 feet (72 inches) and under do not require a permit at all; over 6 feet always requires one. Swimming pool barrier fencing (minimum 5 ft, self-closing/self-latching gates, 4-inch-sphere test) is required regardless of the general fence exemption.
- Seismic Design Category C applies Town-wide per the Building Safety FAQ.
- The Residential Solar Readiness Ordinance (§ 150.04, amending IRC Chapter 23/§ M2301) requires all new single-family and duplex homes not built with a complete solar system to include specific later-installation provisions (conduit/piping penetrations, an 80-gallon-capacity water heater storage area, and a dedicated 120V/15A circuit) unless waived by the Chief Building Official for site-specific reasons.
- One-story detached accessory buildings (sheds, playhouses) up to 200 sq ft do not require a permit, per IRC § R105.2 (2006 edition) as cited in the Town's own FAQ.
- Inspections by an owner-employed special inspector (Special Electrical Inspection Certificate) are always IN ADDITION TO required Building Safety Division inspections, never a substitute for them.
- A handful of fee-schedule line items (Demolition Residential/Commercial, Water Heater Install Electric/Gas) had dollar amounts that could not be reliably parsed from the source PDF's table/column layout after multiple extraction attempts; these are flagged as confirmed gaps in the relevant permit-type fee entries rather than guessed, per the project's zero-fabrication policy.
- No dedicated ADU (accessory dwelling unit) permit type/checklist was found published separately by the Town as of this review; ADU construction is understood to fall under the standard Residential Building Permit/zoning process. A solar-pv-permit entry has since been added (2026-07-20): no dedicated solar/PV plan-submittal checklist section or fee line was found either, so a PV installation is processed as the general Electrical Permit (interconnection scope) plus a Residential Building Permit if structural roof work is involved — see the solar-pv-permit entry.
