Commercial Building Permit (New Building — Non-Residential) in Gila Bend, Arizona
Required for new non-residential (commercial) building construction in the Town of Gila Bend, per the Building Plan Check Submittal Checklist's (rev. 8.6.16) 'NEW BUILDING: (Non-Residential)' category. Reviewed against the 2006 IBC/IMC/IPC and 2005 NEC as codified in Chapter 150, with plan review and inspections administered by Willdan Engineering under contract to the Town's Community Development Building and Safety Division. Tenant-improvement (interior build-out) work is NOT folded into this permit type — the Checklist carries a separately named 'TENANT IMPROVEMENTS' section with its own (lighter) submittal requirements, and the Town's Turn Around Times document tracks 'Tenant Improvements' as its own review-timeline row (8 working days initial review) distinct from 'New Commercial (includes Bldg, Civil, Fire)' (20 working days initial review) — confirmed as a genuinely separate process; see the commercial-tenant-improvement-permit entry.

When you need this permit
- Building permit required for new non-residential (commercial) building construction within Gila Bend town limits, per the Building Plan Check Submittal Checklist's 'NEW BUILDING (Non-Residential)' category
- Plans must comply with the 2006 IBC/IMC/IPC (§§ 150.15, 150.17, 150.18) and 2005 NEC (§ 150.16) as adopted by the Town, and with the Town's zoning ordinance in addition to Chapter 150 (§ 150.01)
- Completed Project Submittal Form/Building Permit Application (including owner information) and Plan Review Fee required at submittal; four (4) complete sets of plans
- One full-size site plan (if a shell building and not already included in the complete plan set); two (2) sets of Civil plans including SWPPP (if not in the complete set); two (2) sets of Drainage Report; two (2) sets of Structural Calcs; two (2) sets of Soils Reports — all separately marked as required (**) on the Checklist
- Two (2) sets of Spec Books, two (2) sets of Truss Calcs (can be deferred), and two (2) sets of Lighting Cut Sheets are listed on the Checklist but not marked required (**)
- Applicant must contact applicable utility providers for their own separate submittal requirements — the Town will not sign off on or issue a building permit without utility sign-off on the cover sheet of the plans, per the Checklist
- A separate Planning & Zoning 'Site Plan - Commercial' review ($600 plus $20 per acre, per the Town's Fee Schedule) is a distinct zoning-level review step administered by Community Development, in addition to the Building Permit/plan review process

Inspection process
- 1
Exterior/Interior Footings
Lower/interior section of foundation; setbacks per Town-approved site plan; depth, width, placement, and size of reinforcement steel; grade pins for footing thickness, per the Town's Regulations Governing Inspection Requirements
- 2
Stem Wall / Masonry Grout / Bond Beam
Forms and reinforcing steel for stem-wall construction, or for masonry (CMU) construction: grout cells inspected before pour (cleanouts required for lifts over 5 ft) and bond-beam horizontal steel inspected before pour, all per approved plans
- 3
Trusses, Strap & Shear
Truss size, location, and manufacturer engineering calculations; headers in exterior walls; tie-down and shear requirements checked
- 4
Framing, Rough Plumbing, Mechanical & Electrical
Rough-in inspection of framing, plumbing, mechanical, and electrical work prior to insulation or wallboard installation. The Town's Regulations Governing Inspection Requirements document states these four inspections are done together specifically for 'Single-Family and Multi-family construction' — it does not explicitly extend that combined-inspection statement to non-residential/commercial buildings, so confirm current commercial rough-in inspection scheduling with Willdan Engineering
- 5
Drywall / Exterior Lath
Fasteners, material, penetrations; foam board/lath wire/vapor barrier/weep screed installation per manufacturer ICBO/ICC/NES reports
- 6
Final Inspection
Compliance with Building, Electrical, Plumbing, and Mechanical Code requirements and approved plans

Tips
- Per the Town's Turn Around Times for Submittals document, 'New Commercial (includes Bldg, Civil, Fire)' plan review is projected at 20 working days for initial review and 15 working days for re-submittals — separate from 'Commercial Revisions' (8/5 working days) and 'Tenant Improvements' (8/5 working days). These are projected timeframes only per the document's own disclaimer.
- The Checklist's 'NEW BUILDING (Non-Residential)' category folds fire-protection-system plan review into the standard four-set submittal — the Turn Around Times document's own category label, 'New Commercial (includes Bldg, Civil, Fire),' confirms fire review is bundled into this same 20-working-day timeline rather than tracked separately for new construction (unlike AFES/fire-sprinkler work in an existing building, which follows the Tenant Improvements track — see fire-sprinkler-alarm-permit entry).
- The Town will not sign off on or issue a building permit without utility-provider sign-off on the cover sheet of the plans — contact applicable utility providers early for their own separate submittal requirements, per the Checklist.
- The Planning & Zoning 'Site Plan - Commercial' fee ($600 + $20/acre) is a distinct zoning-level review step, separate from and in addition to the Building Permit and Plan Review fees documented above.
