- Building permit required for fences, walls, gates, planters, gardens, and retaining walls (exempt only where removal/replacement scope falls under the Town's 12-linear-foot demolition threshold, which triggers a demolition permit instead)
- Height and setback vary by street classification and wall/fence type per Zoning Ordinance Table 2404A: front yard along local/collector/minor streets — 'view fence' or 'combination view fence' up to 6 ft may set back 20 ft (with recorded hedge-maintenance agreement if a hedge is also present), all other wall types over 3 ft must set back 40 ft minimum; along major arterial streets, walls over 3 ft must set back at least 20 ft (view fence 10 ft, meandering wall 15 ft average), max height 8 ft including berm; side/rear yard interior (no adjoining right-of-way) has no setback requirement, max height 6 ft (8 ft including berm against non-residential property)
- Any wall visible from adjoining properties, rights-of-way, or open space must be finished with stucco, brick, stone, metal, rails, wood, or tile — minimum standard is stucco and paint on both the right-of-way-facing and adjoining-property-facing sides
- Razor/barbed wire and electric fences are prohibited (Zoning Ordinance Article XXIV)
- Site plan for fence applications must show all watercourses, washes, arroyos, and drainage easements — walls/fences are not allowed in washes or drainage easements
- Applicant must provide a topographic plan or a letter acknowledging the structure will not be placed in any wash, retention basin, or drainage easement
- Swimming pool barrier fences/walls must independently meet the Town's Barrier Requirements (60 in. height, 20 in. from water's edge, self-closing/self-latching gates, etc.) in addition to the Zoning Ordinance's general wall/fence rules

Tips
- Paradise Valley's fence/wall rules are unusually detailed for the region because the Town's Zoning Ordinance explicitly states an intent to encourage 'visual openness' — a 'view fence' (at least 70% open) or 'combination view fence' gets more setback flexibility than a solid wall of the same height.
- Properties with view/combination-view fencing over 3 ft between the 20-40 ft front-yard setback band cannot also have hedges over 3 ft in the front yard or right-of-way without executing and recording a hedge-maintenance agreement with the Town before the building permit is issued.
- Meandering walls get a more generous 15-foot average setback (vs. 20 ft for a straight solid wall) but must demonstrate genuine curvilinear variation per Table 2404A/2404B — a wall configured only to technically qualify for the reduced setback without real meander is explicitly disallowed by the ordinance.
- A fence/wall permit is separate from — and in addition to — any swimming pool barrier requirement; a pool barrier wall must satisfy both the Zoning Ordinance's general wall rules and the Town's dedicated pool/spa/hot-tub Barrier Requirements handout.
