Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). Lake Havasu City independently adopts and administers its own construction codes through its Development Services Department / Building Division; it does not defer permitting to Mohave County. - Transition/effective-date rule: the 2024 Codes and 2023 NEC took effect February 1, 2026 and apply to applications submitted on or after that date; they do NOT affect permits already submitted, in review, or under construction. Standard Plans previously approved under the 2018 Codes remain valid through August 1, 2026 (180 days from the new code effective date) and may be updated via an abbreviated cover-sheet process rather than a full plan resubmittal. Commercial/residential projects already in design under the 2018 Codes were allowed to submit under the 2018 Codes up to May 1, 2026 (90 days after the effective date). - Manufactured/mobile homes are addressed via a dedicated Mobile/Manufactured Home Building Permit Application, separate from the standard residential building permit track. Source: Lake Havasu City 'Mobile - Manufactured Home Building Permit Application' (lhcaz.gov/DocumentCenter/View/1153).
- Building permit and plan-review fees are NOT set as flat dollar amounts within the adopted ICC codes themselves — the Master Fee Schedule (Development and Right-of-Way Services, Service Nos. S-033/S-034) states plan-check and permit fees for new buildings, additions, pools, and retaining walls are valuation-based, per 'Fee Schedule in Uniform Building Code' (i.e., the standard published ICC/Building Standards construction-cost valuation table), with a plan-check deposit/retainer of 5% of value collected up front and applied toward the actual cost. Separate itemized flat plan-review retainer fees by structure type are published in the Building Permit Retainers/Fees handout. Electrical Permit
Required for electrical installation, alteration, or repair work in Lake Havasu City, governed by the 2023 National Electrical Code (NEC) as adopted and amended (Exhibit F, Ordinance No. 25-1370). All buildings are classified Residential or Commercial for code-application purposes.
Plumbing Permit
Required for plumbing installation, alteration, or repair work in Lake Havasu City, governed by the 2024 International Plumbing Code (IPC) as adopted and amended (Exhibit E, Ordinance No. 25-1370).
Mechanical / HVAC Permit

EV Charger / EVSE Permit
Electric vehicle charging equipment (EVSE) installation in Lake Havasu City is permitted as an electrical permit under the 2023 NEC as adopted and locally amended (Exhibit F, Ordinance No. 25-1370) — the City has no dedicated EVSE checklist or application analogous to its PV Utility-Interactive Systems Plan Submittal Checklist for solar. No separately itemized EV-charger/EVSE flat fee is published; billing follows the same valuation-based Development Services fee structure (Master Fee Schedule Service Nos. S-033/S-034) used for the City's general Electrical Permit.
Residential Pool and Spa Permit
Required for construction of residential swimming pools and spas 18 inches or greater in depth in Lake Havasu City. Governed by the City's Requirements for Residential Pool and Spa Submittal (rev. 01-14-2021) and the amended IBC/IRC pool provisions.

Tips & gotchas
- Arizona has no statewide mandatory building code — Lake Havasu City independently adopts and amends its own construction codes and runs its own Development Services/Building Division permit program; it does not defer to Mohave County for permitting within city limits.
- The City adopted the full 2024 ICC code suite (IBC, IRC, IMC, IPC, IFGC, IEBC, IPMC) plus the 2023 NEC via Ordinance No. 25-1370, and the 2024 IFC via Ordinance No. 25-1371, all effective February 1, 2026. Standard Plans approved under the prior 2018 Codes remain valid through August 1, 2026 and can be updated via an abbreviated cover-sheet process rather than a full plan resubmittal.
- Building/plan-review fees are valuation-based (referencing the standard published Uniform Building Code / ICC construction-cost valuation table) rather than a city-specific flat-dollar table for most permit types — the Master Fee Schedule (Service Nos. S-033/S-034) sets only the plan-check deposit (5% of valuation) and confirms the permit fee basis; a separate Building Permit Retainers/Fees handout publishes flat retainer fees banded by structure type and square footage for standard residential submittals (single-family dwellings, duplexes, additions, garages, patio covers, retaining walls) plus flat miscellaneous fees (pool $50, demolition $75.94, fireplace $27.34, grading $48.70, plan change $23.79, reinspection $47.59 — several including a 1.25% surcharge).
- Climatic/geographic design criteria (per the amended IRC Table R301.2): 99 mph ultimate wind design speed (78 mph ASD), no ground snow load, negligible weathering/frost/termite potential, 39°F winter design temperature. The City's 2024 code-adoption letter separately flags that the 2024 IBC's ASCE 7-22 seismic-mapping requirement moves Lake Havasu City into Seismic Design Category D — a change worth flagging to structural engineers used to the prior cycle's category.
- Lake Havasu City's published permit review timeframes (serving as its A.R.S. § 9-835 time-frames disclosure) are: Miscellaneous 10 business days; Residential Single-Family Additions 20 business days; Single-Family and Duplexes 30 business days; Tenant Improvements 25 business days; Multi-Family and Commercial 35 business days. Resubmissions: 5 business days (residential), 15 business days (multi-family/commercial). A 7-10 business day completeness review happens BEFORE these plan-review clocks start.
- Notable local exemptions that are narrower or differently defined than nearby AZ jurisdictions: fences over 6 ft require a permit (lower threshold than some cities' 7-ft line); one-story detached accessory structures up to 200 sq ft are exempt; pools/spas under 18 inches deep are exempt; in-kind reroofing is exempt only if 25% or less of roof sheathing is replaced (a percentage-of-area test, not a material-match test); like-for-like HVAC unit and water heater replacements (no change in size/capacity/location/ampacity/fuel type) are exempt from permitting entirely.
- The base IRC's mandatory residential fire-sprinkler section (R309) and pool/spa barrier section (R328) are both DELETED by City amendment — Lake Havasu City does not impose a blanket residential sprinkler mandate the way some other Arizona cities do; where sprinklers ARE installed, they must comply with NFPA 13D or 13R, and pool/spa barrier compliance is governed by the City's separate Pool and Spa Submittal requirements and Pool Enclosure Pamphlet.
- Appeals of Building Official decisions go to a hearing officer appointed by the City Manager (not a separate technical board of appeals), filed with the City Clerk's Office within 30 calendar days — uniform across the IBC, IRC, IPC, and IMC amendments.
- Solar PV disconnects must be located OUTSIDE the building nearest the point of conductor entrance (NEC 690.13(A)(1) amendment), and a Unisource Electric Letter of Approval is a required submittal item specific to Lake Havasu City's utility interconnection process.
- Applications are submitted through the City's MaintStar Customer Self Service online portal (h2.maintstar.co/lakehavasu/Portal) or in person at the Development Services Department front counter, 2330 McCulloch Blvd N.
- GAP NOT RESOLVED: no separately itemized, City-published flat-dollar fee table (beyond the Building Permit Retainers/Fees plan-review-retainer handout and the Master Fee Schedule's valuation-based building-permit-fee reference) was found for stand-alone electrical, plumbing, mechanical/HVAC, re-roofing, or solar PV permits specifically. These permit types are billed either (a) as part of a larger project's valuation-based building permit fee, (b) via the general 'Uniform Building Code' valuation-table reference in Master Fee Schedule Service No. S-034, or (c) are exempt from permitting entirely if they meet the relevant like-for-like exemption. This was confirmed by full-text extraction of the Master Fee Schedule (both the 01-01-2025 and 02-01-2026 effective editions) and the Building Permit Retainers/Fees handout — no additional itemized dollar figures for these specific trades were found elsewhere on lhcaz.gov after exhausting the Building Permits page, Document Center, Codes page, and Wayback Machine captures. If the City publishes a more granular flat-fee schedule elsewhere (e.g., available only at the Development Services front counter, not online), it was not locatable during this research pass.
- A live Proposed 2026 Master Fee Schedule PDF link exists on lhcaz.gov but no Wayback snapshot of it was found distinct from the already-cited effective 02-01-2026 Master Fee Schedule; the effective (non-proposed) 02-01-2026 schedule was successfully retrieved and used as the primary fee source.
