Office hours
Monday - Thursday, 7:00 a.m. - 6:00 p.m. (closed Fridays and holidays). Building/permit questions and inspection scheduling: 928-669-9265 ext. 1019 or topbuilding@townofparkeraz.us; Planning & Zoning: comdev@townofparkeraz.us; Fax 928-669-5247. Permit Applications are submitted directly to the Building Division (in person or by mailing/emailing the completed Permit Application form plus two sets of construction plans) — the Town does NOT use an online eTRAKiT/EnerGov self-service portal for AZ permitting (eTRAKiT and prkc-trk.aspgov.com belong to the unrelated Parker, COLORADO municipal government, parkerco.gov, and must not be confused with this jurisdiction).

Codes adopted

Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

  • Arizona has NO statewide mandatory building code for general construction — code adoption is a per-jurisdiction (town/city/county) authority under state enabling statutes (A.R.S. Title 9 for municipalities). The Town of Parker independently adopts and administers its own construction codes through its Community Development Department / Building Division; it does NOT defer to La Paz County for permitting within incorporated town limits. La Paz County separately runs its own Building and Safety Department for unincorporated areas of the county — the two are distinct code-administration regimes sharing the same 1112 Joshua Ave / Parker, AZ area but serving different jurisdictions. Tips & gotchas

  • This is the FIRST La Paz County jurisdiction file in the PermitBase KB. Do not confuse the Town of Parker, ARIZONA (this file, slug parker-az) with the unrelated Town of Parker, COLORADO (Douglas County, slug parker, parkerco.gov) — the two municipalities share only a name. Parker, CO uses an eTRAKiT online portal, a 2024 IBC/IRC adoption cycle, and its own distinct fee schedule; none of that applies here.
  • Arizona has no statewide mandatory building code — the Town of Parker independently adopts and amends its own construction codes (2018 IBC/IRC/IMC/IPC/IEBC/IFGC, 2017 NEC, 2012 IPMC, 2018 Pool/Spa Code) through Town Code Title 9, Chapter 1, most recently restructured and re-amended by Ordinance 02-2025 (effective 8-5-2025), which also repealed the Town's formerly separate per-trade code chapters (e.g., the standalone Plumbing Code chapter) in favor of a single consolidated adoption section.
  • Parker does NOT use an online self-service permit portal (no EnerGov/eTRAKiT/CSS system) — permit applications are submitted directly to the Building Division in person, by mail, or by email to topbuilding@townofparkeraz.us, using a single combined Permit Application form covering Building, Electrical, Plumbing, Mechanical, and Demolition permit types.
  • The Town's own Permit Application form publishes a direct, unambiguous review timeframe: 'please allow 5 - 7 working days processing time for your permit application' — this is used as the reviewTimelineDays figure across every permit type in this file, since the Town does not publish per-category variations.
  • Utility (single-trade Electrical/Plumbing/Mechanical) permits use a $5,000 valuation fee-break: a flat $50 fee below that threshold, but the FULL valuation-based Building Permit fee (Schedule 7.8) at or above it — this is a distinctive two-tier structure not seen in the same form in some other AZ cities in this dataset.
  • Section 9-1-2 (Technical Code Amendments) of the Town's Code of Ordinances — which would contain the local design criteria table (wind speed, seismic design category, ground snow load, frost depth) — could NOT be retrieved despite an exhaustive chase (direct curl with browser headers, r.jina.ai read-proxy, Wayback Machine search, and a search for a standalone Design Criteria PDF all failed to surface this specific section's body text, which is rendered by client-side JavaScript on amlegal.com with no accessible fallback). This is a confirmed research gap, not an assumed value — no design-criteria figures are asserted in this file's codesAdopted/localAmendments arrays.
  • Manufactured Home, Modular Home, and Park Model permits are billed a flat $300 fee each (15% plan review) rather than the standard valuation-based Building fee table — likely reflecting Parker's significant manufactured-housing and RV/mobile-home-park population along the Colorado River.
  • The Town's Permit Application explicitly sets the A.R.S. §32-1121A.14 Handyman Exemption cutoff at $750.00 in materials/labor cost (not the $1,000 figure seen on some other Arizona jurisdictions' forms) — a Parker-specific detail worth flagging to owner-builders.
  • Retaining walls, block walls, or ANY fence over 6 feet require a Town permit per the Permit Application's own 'Applies To' list — this 6-foot threshold applies uniformly (unlike some cities that split front-yard vs. rear-yard fence height limits).
  • La Paz County (for unincorporated areas surrounding Parker) runs a separate Building and Safety Department at 1112 Joshua Ave., Suite 202, Parker, AZ — a different office from the Town's own Building Division at 1314 11th Street. Do not direct incorporated-Parker permit questions to the County office or vice versa.
