Tips

  • CONFIRMED GAP (review timeline): after an exhaustive chase — the Town's own published Building Permit Requirements handout (2024 rev.), Demolition Permit Requirements handout, the full Snowflake Town Code Title 9 Chapter 1 (§§ 9-1-1 through 9-1-5, all five sections read in full), the Comprehensive Fee Schedule and its prior 01/06/2024 exhibit, the Planning & Zoning page, and A.R.S. § 9-835 itself (read in full: the statute requires each municipality to establish and POST ITS OWN administrative-completeness and substantive-review time frames on its website, but sets no universal default numeric fallback) — no dedicated, Town-published building-permit plan-review time frame (e.g., a 'Standard'/'Non-Standard' or business-day figure comparable to Show Low's codified § 18.15.070) was found on any Snowflake .gov source or in the Town Code. Snowflake Town Code § 10-6-4 (Development Review) DOES codify a 30-day plan-approval clock, but that section governs ZONING/PLANNING development review specifically in MF/RT/NC/GC/LI/HI-zoned commercial and multi-family districts — it is a site-plan/design-standards review, not the Building Safety Department's own building-permit plan review, and applying it to a general single-family residential building permit would misattribute a zoning statute as a building-code timeline. This is a genuine confirmed gap, not an assumption — the Town simply has not published a distinct building-permit A.R.S. § 9-835 time frame the way some neighboring jurisdictions have.
  • Snowflake's Building Safety Department is entirely independent from the Town of Taylor's — the Town's own 'Attention Builders!' handout tells applicants outside Snowflake town limits to contact Taylor's or Navajo County's respective (separate) building permit departments, confirming the two adjacent towns run distinct permitting programs despite historically being described as 'twin towns.'
  • The 2018 IRC/IBC adoption (effective October 7, 2021) is unusually recent for a small Navajo County town and includes published Climatic/Geographic Design Criteria directly on the Building Safety Department webpage (20 psf ground snow, 20 psf roof snow, 115 mph wind, Seismic Design Category D) — notably a higher seismic category than the flatter Valley cities.
  • No separate ICC/UBC construction-valuation fee table was found; the Town's flat $50 minimum building permit fee plus $300 plan review fee (both confirmed stable across the Feb 2025 and Jan 2024 fee schedules) appear to be the actual complete fee structure for standard building permits, unlike larger cities that scale fees to project valuation.

The Town of Snowflake has not published a dedicated building-permit plan-review time frame distinct from its general zoning Development Review process. Snowflake Town Code § 10-6-4 sets a 30-day plan-review clock, but that provision applies to zoning/planning Development Review in specific commercial and multi-family zoning districts (MF, RT, NC, GC, LI, HI), not to the Building Safety Department's building-permit review generally. No comparable published building-permit-specific timeframe was found after an exhaustive search of the Town Code, fee schedules, and all published permit-requirement handouts.

You'll need: Building Permit Application; Building Permit Requirements Checklist; Two (2) Sets of Construction Plans (2018 IRC-compliant); Site Plan. Depending on your project, Snowflake may also ask for: Navajo County Sanitary System Permit. See the required-documents checklist on this page for details on each.

Snowflake, Arizona has adopted: Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (A.R.S. Title 9). The Town of Snowflake runs its own independent Building Safety Department and adopts and administers its own construction codes; it does NOT share a building department with the adjacent Town of Taylor or defer to Navajo County. The Town's own 'Attention Builders!' handout explicitly states: 'Navajo County and the Town of Taylor have similar building permit requirements. If your project is located in a County area or in the Town of Taylor, please contact their respective Building Permit Departments' — confirming Snowflake's building-permit jurisdiction and department are distinct from both.
