Commercial Building Permit (New Construction, Additions, Tenant Improvements) in Snowflake, Arizona
Required for construction, alteration, addition, or change of use group of any commercial building within Snowflake town limits, per Snowflake Town Code § 9-1-2 and the Town's 'When am I required to obtain a building permit?' handout (which expressly covers commercial, industrial, and educational structures). Snowflake DOES publish a dedicated Commercial Building Permit Application — a genuinely distinct intake form from the residential application — requiring a general contractor, Architect of Record, and Engineer of Record (each with license number and classification), occupant load per area, number of stories, type of construction, and automatic fire suppression details (full/partial, wet/dry). Reviewed against the 2018 International Building Code as adopted effective October 7, 2021 (Ordinance 2021-08). The Building Safety Department implements the building, plumbing, mechanical, electrical, and fire codes plus ADA regulations for commercial and industrial buildings. Commercial projects in the NC, GC, LI, HI, MF, and RT zoning districts must ALSO pass the Town's § 10-6-4 Development Review (a zoning-level review with its own 30-day decision clock) before/alongside building permitting.

When you need this permit
- Building permit required before construction, enlargement, alteration, repair, or occupancy change of any building or structure within Town limits (Snowflake Town Code § 9-1-2(A)); permit shall not be issued until zoning conformance is demonstrated (§ 9-1-2(B))
- Commercial Building Permit Application must identify the General Contractor, Architect of Record, and Engineer of Record — each with name, address, email, phone, license number, and license classification
- Application must state occupant load per area, number of stories, type of construction, and whether automatic fire suppression is provided (yes/no, full/partial, wet/dry)
- Commercial plan submittals must ALSO include (verbatim list from the Town's Commercial Building Permit Application): soils report, grading plan, drainage and retention plan, special systems, emergency lights, exit signs, fire alarms, ventilation, and ADA specifications
- Two (2) sets of plans required per the Town's general Building Permit Requirements handout; plans smaller than 18"x24" will not be accepted; commercial construction must meet the 2018 International Building Code (adopted effective October 7, 2021)
- Site plan required showing Assessor's Parcel Number, specific location/address, accurate lot size, existing and proposed structures, accurate yard setbacks, north arrow, and existing/nearest cross streets
- Projects in the MF, RT, NC, GC, LI, or HI zoning districts require Development Review under Snowflake Town Code § 10-6-4: a development plan (fully dimensioned site plan with parking/landscape/walls/sidewalks, landscape plan, north/south/east/west building elevations noting all exterior finish materials and color, drainage plan prepared by a professionally licensed engineer, and details of all screening/decorative/perimeter walls) reviewed by the Planning Director (commercial structures up to 5,000 sq ft) or the Planning and Zoning Commission (larger projects)
- § 10-6-4 design standards apply in those districts: roof-mounted mechanical equipment projecting more than 1.5 ft above the roofline must be screened by a parapet or matching enclosure; no wall- or ground-mounted mechanical equipment may be visible from a public street or adjacent residential districts; gutters/downspouts painted to match the building
- If Town sewer is not available, a copy of the Navajo County Sanitary System Permit must be provided with the application
- Plans must reflect the Town's design criteria: 20 PSF ground/roof snow load, 115 MPH wind speed, Seismic Design Category D for footings; on graded sites the finished floor must be at least 6 inches above the road crown or 12 inches above the gutter flow line (§ 9-1-1(D)(1))
- A newly constructed building may not be occupied until final inspection passes and a Certificate of Occupancy is issued by the Building Official — 'no exceptions'
- Permit application becomes void if construction is not commenced within 180 days, or if work is suspended/abandoned for 180 days after commencement
- Any person or business conducting business within Town limits must have a current business license on file with the Town

The Town publishes no commercial-specific inspection checklist; per the Building Permit Requirements handout, all inspections must be requested at least 24 hours in advance, are conducted Monday-Friday, and work cannot continue until each inspection is completed and the Inspection Card is signed

- Snowflake DOES have a genuinely distinct commercial intake: the dedicated Commercial Building Permit Application (re-fetched and read in full 2026-08-01) is a separate form from the residential application and hard-requires an Architect of Record AND an Engineer of Record with Arizona license numbers/classifications, plus occupant-load, construction-type, and fire-suppression declarations — none of which appear on the residential form. The commercial-submittal addendum list (soils report, grading plan, drainage/retention plan, special systems, emergency lights, exit signs, fire alarms, ventilation, ADA specifications) is printed verbatim on the application itself.
- NO SEPARATE TENANT IMPROVEMENT PERMIT EXISTS — confirmed absence, not an oversight: the Building Safety Department page (re-fetched 2026-08-01) lists exactly one commercial form (the Commercial Building Permit Application) and no TI application, TI handout, TI fee line, or TI webpage exists anywhere on snowflakeaz.gov (site-scoped searches for 'tenant improvement' return nothing). Interior remodels of existing commercial space are squarely permit-triggering under the Town's 'When am I required to obtain a building permit?' handout — which covers alteration of any commercial structure, cutting any wall/partition/structural beam, changes to means of egress, alteration of water/sewer/electrical/plumbing/gas/HVAC/fire-protection systems, and 'making a change in the use group of any building (commercial, residential, educational, assembly, mercantile, business etc.)' — but they route through this same Commercial Building Permit Application and the same flat fee structure, so no separate TI entry is warranted.
- The only commercial-specific fee line in the entire Comprehensive Fee Schedule is brand new and still marked PROPOSED: 'Admin-Commercial fire sprinkler system review $300' appears only in the PROPOSED (FY25-26) column with no current-year amount (verified firsthand from the fee schedule PDF 2026-08-01). Everything else is the Town's flat all-permit-types structure: $50 minimum permit fee + $300 plan review — no valuation-based fee table exists.
- Two-track review for most commercial sites: nearly all commercially zoned projects (NC, GC, LI, HI districts, plus MF/RT) must clear § 10-6-4 Development Review — with its 30-day decision clock, four-sided elevations with materials/colors, engineer-prepared drainage plan, landscape plan, and mechanical-equipment screening standards — in addition to the building permit itself. Commercial structures up to 5,000 sq ft can be approved at Planning Director level; larger projects go to the Planning and Zoning Commission.
- Owner-builder caution carried over from the Town's demolition rules: property owners may act as their own contractor only if the property is not and has never been used as commercial property — for commercial work, expect to name a licensed General Contractor on the application (the form requires license number and classification).
