Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

Per its own trigger mechanism (as summarized by the Colorado Energy Office, AIA Colorado, and the Southwest Energy Efficiency Project), a jurisdiction is only required to adopt the 2021 IECC (or an equivalent/better code) when it next updates ANY of its other building codes, with a one-year transition window, and again by 7-1-2026 under the state's Model Low Energy and Carbon Code. Larkspur's only building-code action since HB22-1362's 2022 enactment is Ordinance 2022-11 itself (4-21-2022), which predates the bill and was not a post-enactment update; the Municode codification (Supplement 15, current through 4-6-2026) shows no ordinance amending Chapter 18 Article 7 (Energy Code) or any other Article after Ord. 2022-11 (except the unrelated Fire Code amendment, Ord. 2023-01). Plumbing review is folded into SAFEbuilt's general building-permit review — the 'PLUMBING ONLY' permit type appears on the Town's own permit-type list and is issued through the same SAFEbuilt/CommunityCore process as other trade permits, rather than being deferred to a state board the way electrical is. Larkspur Municipal Code Sec. 18-2-10 adopts the International Plumbing Code, 2018 Edition, and Sec. 18-2-40(2) (IPC § [A]106.6.2, Fee schedule) is locally amended to read 'The fees for work shall be as indicated on the Town's Fee Schedule adopted by the Town Council,' cross-referencing Appendix A—Fee Schedule, which in turn lists Sec. 18-2-40 at a flat $30.00 Town administrative fee 'plus fees outlined in Exhibit C "Town of Larkspur Fee Table" in the professional service agreement between the Town of Larkspur and Safebuilt Colorado.' That is why no itemized plumbing valuation-based fee table appears anywhere on the Town's own site: the dollar-amount schedule is Exhibit C of a private Town-SAFEbuilt services contract, not a document the Town routinely publishes. Tips & gotchas

  • Larkspur is a very small home-rule town (population approximately 250) that contracts its actual building-department functions to SAFEbuilt — the Town itself does not employ in-house plan reviewers or inspectors. All permit applications go through SAFEbuilt's CommunityCore online portal, and inspections are scheduled directly with SAFEbuilt at (720) 641-1956, not the Town Hall main line.
