Commercial Building Permit (New Construction) in Rifle, Colorado
Required for new commercial/non-residential building construction within Rifle city limits, using the City's own Non-Residential / Commercial Building Permit Application (distinct in form and deposit amount from the residential application, though it draws fees from the same valuation-based Building Permit Fee Worksheet). When you need this permit
- Apply via the City's Non-Residential/Commercial Building Permit Application, submitted online through Cloudpermit (us.cloudpermit.com/gov), per the Commercial Information page ('Apply for your commercial permit on Cloudpermit')
- A non-refundable $1,500 Application Deposit is required for any NEW commercial construction (distinct from the $500 deposit for commercial remodel/tenant finish), due at the time of application and applied toward plan review fees at permit issuance — per the City's own Fee Schedules ('Building Permit Fee Estimator') page and confirmed on the face of the Non-Residential Building Permit Application form itself, which prints '$1,500.00 DEPOSIT' in its City-use header block
- Plan review fees are calculated at 65% of the building permit fee, per the City's own Fee Schedules page ('Calculating the Building Permit Fee, Plan Review Fee & Use Tax') — this fee is separate from, and in addition to, the base Building Permit Fee itself
- Building Permit Fee is calculated from the same valuation-based fee table used for residential permits (e.g. $23.50 minimum up to $5,608.75 + $3.15/$1,000 over $1,000,000), per the City's own Building Permit Fee Worksheet, which states the fee table applies without a separate commercial-specific schedule
- Use tax of 4.25% on construction materials (valuation divided by 2, then multiplied by 4.25%) must be paid at permit issuance; no Certificate of Occupancy issues until use tax is paid
- A complete set of plans (three copies plus a digital copy) meeting the minimum plan submittal checklist is required; only COMPLETE applications will be reviewed
- A site plan must be submitted to Planning prior to or together with the building permit application for all new structures
- Owner approval (a letter from the property owner) is required on the application if the applicant is not the property owner
- Project valuation, occupancy group, type of construction, and required parking spaces are determined/recorded by the Building Department as part of application processing, per the fields on the face of the Non-Residential Building Permit Application
- A Foundation Location Certificate is required at the time of foundation completion and before any other construction is commenced, per the face of the Non-Residential Building Permit Application
- All contractors performing work must hold a current City of Rifle contractor license, obtained via Cloudpermit Contractor
- Electrical work is NOT included in this City building permit — it is permitted and inspected exclusively by the State of Colorado (DORA State Electrical Board); electrical permit applications are available from the Building Department but must be submitted to the State
- Plumbing and mechanical permits and their fees are paid at the time of issuance of the building permit — these are not separate standalone applications in Rifle
- Non-residential-specific impact/utility fees may apply on top of the building permit fee, including Water Rights Dedication Fee, Water System Improvement Fee, Sewer System Improvement Fee, Water Meter Cost (by meter size), Water Connection/Inspection Fee, Sewer Connection Inspection Fee, and an Offsite Street Impact Fee calculated case-by-case for nonresidential uses, per the City's Non-Residential General Fee Schedule 2026
