   Foundation/Footing

   Before concrete pour — verify forms, rebar, and foundation depth meets the 30-inch minimum frost depth

2. 2

   Water-Resistive Barrier

   House wrap: one inspection after windows/doors installed. Zip-wall systems: two inspections (sheathing nailing/shear, then seam taping), performed just before exterior covering is installed

3. 3

   Framing

   Structural framing including enlarged crawlspace access for under-floor fire protection (effective July 1, 2026)

4. 4

   Rough Radon / Final Radon

   Effective July 1, 2026, required for all new residential buildings under adopted IRC Appendix BE, concluding with a radon mitigation certificate

5. 5

   Final Building Inspection

   All work complete per approved plans and applicable affidavits/certifications (exhaust test, vapor barrier, roofing) on file

Applies to: Tenant Improvement / Interior Remodel Permit (Tenant Finish)

   Rough Electrical / Rough Mechanical / Rough Plumbing

   Where the tenant finish scope includes new wiring, ductwork, or piping, before walls/ceiling are closed (Inspection Type Codes 3305 / 4405 / 5505)

   Above Ceiling Electrical / Mechanical / Plumbing

   For tenant finishes with new ceiling-plenum work, before ceiling grid/tile installation (Inspection Type Codes 3335 / 4435 / 5535)

   Fire-Rough/Hydro

   Where the scope modifies fire alarm, sprinkler, or hood suppression systems, scheduled separately with Loveland Fire Rescue Authority (Inspection Type Code 8840)

   Final Electrical / Final Mechanical / Final Plumbing / Final Building

   All tenant finish work complete per approved plans (Inspection Type Codes 3350 / 4450 / 5550 / 2250)

5. 5

   Certificate of Occupancy Issuance

   Final step; tenant finish permits with an identified and approved occupancy receive a Certificate of Occupancy or Temporary Certificate of Occupancy (Inspection Type Code 6690)

Applies to: Accessory Dwelling Unit (ADU) Permit

   Footing/Foundation/UFER

   Building Inspectors collect the completed Foundation Setback and Elevation Certification on-site at this inspection

   Framing

   Verifies fire separation detail (Dwelling-Garage or Two-Family Dwelling separation) and structural framing per sealed engineer drawings

   Final Grade Certification

   Building Inspectors collect the completed Residential Certification of Lot Grading and Structure Elevation on-site at this inspection

   Final Building

   All work complete, energy code compliance verified by qualified third party

Applies to: Plumbing Permit

   Underground/Slab

   Before concrete pour — verify pipe slope, materials, and cleanouts; a Vapor Barrier Affidavit is required for installations under any interior/heated concrete slab (effective January 1, 2026)

   Rough-In

   After pipes installed, before walls closed

   Final

   All fixtures connected; water heater/furnace/boiler exhaust vents air-tested at 5 psi for a minimum of 15 minutes with installer certification submitted

Applies to: Residential Addition / Remodel / Alteration Permit

   Required before concrete pour for deck posts, garage foundations, or addition footings

   Structural framing, connections to existing structure

   Demo Water Service, Demo Fire Service, Demo WasteWater, and/or Demo Pre-treatment as applicable, performed/inspected by the Water Department (call 970-962-3721); must be completed prior to the Final Building inspection. Meter pit/vault abandonment, fire-line blank-flanging, and sewer tap abandonment each have detailed City specifications (referencing COL water/wastewater development standards 7.3.18 and 8.3.13)

   Final Building Inspection

   Confirms demolition is complete and no dangerous conditions exist (open holes, exposed/uncontained electrical wiring, etc.)

   Wiring, box placement, and service connections before walls are closed

   Devices installed, panel labeled, protections verified

Applies to: EV Charger / EVSE Permit

   Wiring, breaker/panel capacity, and disconnect placement before energizing, same as any electrical service work

   Mid-Roof (Photo-Documented)

   Effective January 1, 2026, performed via contractor-submitted photos (not an in-person city inspection) showing ice barrier measurement, valley/sidewall flashing, underlayment, drip edge, and nailing pattern

   Final Roof / Roofing Affidavit / Permit Completion

   All three must be called in; requires date/time-stamped photos of the whole house (showing address) submitted the day before, plus an on-site OSHA-approved ladder set provided by the contractor (waived for 2+ story or >6:12 pitch structures)

Applies to: Rooftop Solar Photovoltaic (PV) / DER Permit
