When you need this permit
- Must comply with the City's Table R301.2(1) Climatic and Geographic Design Criteria: 115 mph ultimate design wind speed (no topographic effects), Seismic Design Category C, 48-inch minimum frost line depth, Ice Barrier Underlayment required per IRC R905.1.2, Climate Zone 7
- Ground Snow Load is NOT a fixed code value — applicant must look up the site-specific value using RCRBD's Ground Snow Load Map (Case Study Area) and apply it to the governing formula to calculate the actual roof design snow load; uncovered decks must also be designed to carry roof snow load
- Soils Report required for all new construction, submitted as a separate document, prepared and stamped by a Soils/Geotechnical Engineer or Structural Engineer
- Site Plan required for all new construction showing property lines, setbacks, and building footprint
- Structural Plans referencing the Soils Report and local Ground Snow Load values, covering footings, piers, foundations, floor/wall framing, roof plans
- Architectural Plans including Code Analysis, Floor Plan, Egress Plan, Section Views, Elevation Views, and Energy Code Compliance details
- An Architect or Engineer is required if the soils report shows swell potential with dead load requirements exceeding 500 lbs/sq ft, or if basement/retaining walls exceed 4 feet in height retaining more than 4 feet of soil
- Engineered electrical plans required if residential electrical service is 400 AMP or larger (not required below that threshold for single-family/duplex)
- Class A roof covering required under the amended IWUIC Section 504.2
- Heat Load Calculations required (may be a Deferred Submittal item)
- Blower Door Test Results or Building Commissioning Report required prior to Certificate of Occupancy (Deferred Submittal)
- All applications and plans submitted electronically only, through the CityView Portal — no paper submittals accepted
- City of Steamboat Springs Planning Department review for zoning compliance runs in parallel with RCRBD's building review
