When you need this permit
- Site Plan required for ground-mount solar, showing property lines, setbacks, easements, and distances to property lines
- Roof Plan View required for roof-mount systems, showing panel locations and required fire-access walkways per building code
- Structural Plans required for both rooftop and ground-mount systems
- System size (kW), array component specs (manufacturer cut sheets), inverter specs, and electrical one-line diagram/wiring specification all required at submittal
- The Solar Permit covers ALL structural and electrical work under one permit — list all contractors performing structural or electrical work on the contacts list; no need to apply for a separate electrical permit
- Planning Department review required in parallel (may include Historic Preservation Review depending on the property) before the Solar Permit is submitted to the Building Department
- HOA review/approval strongly encouraged in advance if the property is HOA-governed (not enforced by RCRBD, but flagged in RCRBD's own checklist)
- Applicants must work directly and independently with Yampa Valley Electric Association (YVEA) for solar interconnection review/approval — YVEA does not provide plan review through RCRBD
- Where structural modification to the supporting building is required, RCRBD issues that modification work as a SEPARATE building permit billed under the standard valuation-based fee table, distinct from the solar equipment permit

Tips
- A Steamboat Springs Solar Permit bundles structural AND electrical review into one application — don't file a separate electrical permit for the same installation, just list all contractors (structural and electrical) on the single Solar Permit's contacts list.
- YVEA (Yampa Valley Electric Association) interconnection approval is handled entirely outside of RCRBD — applicants must contact YVEA directly, since YVEA does not review solar plans through the county's CityView system.
- If your roof needs structural reinforcement to support the array, expect a SEPARATE building permit (billed under the standard valuation-based fee table) in addition to the HB1199-capped solar equipment permit — the two are tracked as distinct permits even though they're part of the same project.
