Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.
Permit types
Residential Building Permit (New Construction)
Required for all new single-family dwellings and duplexes in Meridian. Covers structural construction, framing, envelope, and all associated systems. All applications submitted online through the Citizen Access Portal; plans reviewed electronically through Project Dox.
Residential Addition / Alteration Permit
Required for additions, structural alterations, remodels, and other residential alterations in Meridian. Includes room additions, basement finishes, interior remodels affecting structural or life-safety elements, and similar work. Apply online through the Citizen Access Portal.
Residential Electrical Permit
Required for electrical work in single-family dwellings and duplexes in Meridian, including new wiring, panel changes, branch circuits, solar array wiring, and EV charger installations. All work must comply with the 2023 NEC (adopted via Idaho HB337, effective July 1, 2023). Apply through the Citizen Access Portal.
Residential Plumbing Permit
Required for plumbing installations, alterations, and repairs in Meridian residential properties, including water heater replacements, fixture additions, and sewer/water service work. Governed by the 2017 Idaho State Plumbing Code (based on the 2015 Uniform Plumbing Code). Apply through the Citizen Access Portal.
Residential Mechanical / HVAC Permit
Required for heating, ventilation, air conditioning, fuel gas, and related mechanical installations in Meridian residential properties. Covers furnaces, A/C, heat pumps, gas fireplaces, gas piping, ductwork, dryer vents, and range hoods. Apply through the Citizen Access Portal.
Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems on residential properties in Meridian. A building permit is required for all PV installations; electrical plan review is required for all PV installations. Apply as 'Residential Electrical Solar Array' through the Citizen Access Portal. Contact Idaho Power before starting regarding net billing.
Accessory Dwelling Unit (ADU) Permit
Required for construction of a new accessory dwelling unit on a residential property in Meridian. ADUs require planning/zoning approval and a building permit. A dedicated ADU Submittal Checklist and Standards document is available from Meridian Building Services. Apply through the Citizen Access Portal.
Tips & gotchas
- All permit applications in Meridian are submitted online 24/7 through the Citizen Access Portal (citizenportal.meridiancity.org). Plans are reviewed electronically through Project Dox (ePlan Review).
- Schedule inspections online through the Citizen Access Portal. For same-day scheduling, call the inspection line at (208) 887-1155 before 8:00 AM.
- Idaho state law allows homeowners to pull their own electrical, plumbing, and mechanical permits for their primary or secondary residence — no contractor license required for the permit, but work must pass inspection.
- Meridian adopted the 2023 NEC via Idaho HB337 (IC 54-1001), effective July 1, 2023 — all electrical work must comply with the 2023 NEC.
- Meridian uses the 2017 Idaho State Plumbing Code (based on the 2015 Uniform Plumbing Code) — not the International Plumbing Code.
- A Building Pre-Construction inspection is required before any footing work on new residential construction and ADUs.
- Frost depth is 24 inches minimum in Meridian — all footings (new construction, additions, ADUs) must extend to frost line.
- Ground snow load is 20 PSF; design roof snow load shall not be less than 25 PSF. Roof ice barriers are NOT required.
- Solar PV installations require a building permit; electrical plan review is required for all photovoltaic installations. Apply as 'Residential Electrical Solar Array' permit. Fees are project-value-based.
- ADUs require planning/zoning approval before a building permit can be issued — contact the Planning Division at (208) 884-5533 first.
- ACCA-approved Manual J, D, and S load calculations are required for all new residential construction and ADU projects.
- Work commencing without a permit is subject to double permit fees.
