Tips

  • Idaho Code 39-4117 (effective 2025) requires the City to determine whether a residential building permit application is complete within 10 business days of receipt (20 business days for commercial); this is a statewide statutory completeness-review timeframe, not a guarantee of full plan approval within that window. Shelley has not published its own separate full plan-review-to-issuance turnaround time beyond this state law.
  • Electrical, plumbing, and HVAC permits/inspections are handled directly by the State of Idaho Division of Occupational and Professional Licenses (DOPL) / Division of Building Safety, not the City — call 208-334-3233.
  • Proof of Eastern Idaho Regional Sewer District (EIRSD) connection fee payment must be submitted when the building permit is purchased; separate city sewer and water connection fees also apply, and a utility account must be set up at permit issuance (monthly billing begins the first of the month after connection fees are paid, whether utilities are used or not).
  • New single-family construction requires a paved driveway (minimum 2 inches compacted asphalt, cement, or approved permanent covering) sized to the greater of the garage width or 24 feet, with a minimum 24' x 24' garage (City Code 7-1-6).
  • If permitted work is started before the permit is obtained, the City doubles the permit fee (City Code 7-1-2(B)).
