Residential Building Permit (New Construction / Addition / Remodel) in Unincorporated Bingham County, Idaho
Required for new single-family dwellings, townhomes, additions, remodels, decks/porches, and structural repairs in unincorporated Bingham County. Governed by the 2018 IRC with Bingham County and State amendments (Bingham County Code 8-1-2, 8-1-2A). Applications are submitted through the county's online ViewPointCloud portal, reviewed by Planning & Development staff, and issued once code criteria are met.

When you need this permit
- Building permit required for new one- or two-family residences, townhomes, additions (any size), remodels/repairs that are structural or change use/occupancy, and deck/porch additions
- Apply online at binghamcountyid.viewpointcloud.com; create an account for 24/7 access to the permit, payment, status checks, and inspection requests
- Current recorded deed (available at the Bingham County Clerk's office)
- Site plan showing the approach, measurements to all property lines, and all existing/proposed structures; must depict any recorded easements
- Septic Permit or Will-Serve Letter (Southeastern Idaho Public Health) or municipal sewer connection approval; for additions/remodels, a Septic Connection Letter confirming the existing system supports the change
- Footing/Foundation Plan with reinforcement/rebar schedule, anchor bolts, foundation straps, footing height/depth/width, and 30-inch frost wall depth
- Detailed building plans: floor plan with rooms labeled, wall/ceiling heights, smoke detector locations, window/door schedule, braced wall lines and panels, load-bearing beam/header/post sizing
- Truss layout from the truss company (or floor joist layout with legend, unless slab-on-grade with no second floor); detailed/stamped truss packet required to be uploaded before the framing inspection
- Elevations for all four sides of the structure
- Energy Code Checklist for conditioned space (not required for unheated shops)
- Heat Load Calculations (ACCA Manual J, 8th edition) and duct design (ACCA Manual D) from the mechanical contractor, for new dwellings and additions
- Engineered, Idaho-stamped plans and structural calculations required only if any continuous wall exceeds 60 feet long or 12 feet tall, for irregular structure portions, or other non-prescriptive construction
- Three FEMA Elevation Certificates if any part of the structure is in the floodplain (before permit issuance, after foundation walls poured, and at final inspection)

Inspection process

Footing / Setback
Combined footing and setback inspection (policy effective 3/21/2024, per Building Official Chase Clark's contractor letter) unless an unusual lot condition requires a separate setback verification. Concrete must be 100% ready at the scheduled time — Bingham County does not perform pre-pour concrete inspections on demand, and an unready site results in a failed inspection and reinspection fee.

Combined Sheathing / House Wrap / Frame / Rough-Mechanical
These four inspections are combined into a single site visit (policy effective 3/21/2024). Portal frames must be left unwrapped for nail-pattern inspection. Work must be fully complete before the inspection is called in.

Insulation
Attic insulation depth verified against minimum R-value using installed attic markers (IECC 2018 R303.1.2); vapor barrier use restricted to unfinished basements per local climate zone.

All work complete per approved plans; Certificate of Occupancy or Certificate of Completion issued and available for download through the ViewPointCloud portal.

- Truss documents are NOT required at application intake, but must be uploaded once received from the truss company (before the framing inspection) — truss tags must remain attached during installation.
- Concrete inspections are not offered immediately before a pour; if you order concrete and the site is not 100% ready at your scheduled inspection time, the inspection fails and a reinspection fee applies. The County does not accept liability for concrete ordered before a passed inspection.
- Sheathing, house wrap, frame, and rough-mechanical inspections are now combined into one visit — coordinate completion of all four trades before calling for inspection, and leave portal frames unwrapped for nail-pattern verification.
- Electrical and plumbing permits/inspections are NOT issued by Bingham County — contact the Idaho Division of Building Safety / DOPL at 1-208-334-3233 (dbs.idaho.gov).
- Septic permits are issued by Southeastern Idaho Public Health, not the county — call 208-785-2160 before applying if the property is not on municipal sewer.
- If any part of the structure sits in a FEMA floodplain, three separate Elevation Certificates from a licensed land surveyor are required at three distinct construction stages — missing the pre-excavation certificate can cause FEMA to misread the natural grade.
- Starting construction before the permit is issued doubles your permit fee; failing to call for a required inspection adds a 25% penalty on top of the permit fee (IBC 109.4 / Ordinance 2020-10).
