When you need this permit
- Building Permit required for any erecting, constructing, enlarging, altering, repairing, improving, removing, converting, or demolishing of a building or structure -- same generic authority as the residential permit, no separate commercial fee line (Greenleaf City Code 8-1-2(A))
- Before a Building Permit can be issued for any NEW commercial, industrial, public, or semi-public project (including private clubhouses/recreational facilities), or for a substantial remodel or alteration of the EXTERIOR of such a project, Design Review approval under Greenleaf City Code Title 9, Chapter 16 is mandatory -- no permit shall be issued by the zoning official or building official until Design Review requirements are met and approval is granted (9-16-2, 9-16-3)
- Design Review application materials -- 15 professionally-prepared copies covering a vicinity map, site plan, building elevations, sign plan, landscaping plan, exterior lighting plan, floor plan, utilities plan, and drainage plan -- must be submitted at least 45 working days before the scheduled Planning & Zoning Commission meeting or noticed hearing (9-16-4(B), 9-16-5)
- Design Review plans and drawings for commercial, industrial, and public projects must be prepared by an Idaho-licensed architect (or a licensed architect from a state with an Idaho reciprocal agreement, or other appropriate licensed professional) (9-16-5)
- A pre-application conference with the Zoning Official is recommended before submitting for Design Review (9-16-4(A))
- Design Review approval is a prerequisite for, not a substitute for, the Building Permit -- final construction drawings must still be separately reviewed and approved by the building department, and the Building Permit application must be filed within one year of Design Review approval (extendable once, for six months, on written request submitted before the expiration date) (9-16-4(F))
- Sidewalks (and curb and gutter where required) are a required improvement for projects receiving Design Review approval in the commercial zones (9-16-7)
- Electrical, plumbing, and HVAC/mechanical work in commercial buildings, same as residential, is permitted directly through Idaho DOPL, not the City
- CONFIRMED ABSENCE of a distinct Tenant Improvement / interior-remodel permit product: Design Review under 9-16-2 is triggered only by new construction/development of a commercial project or by a substantial remodel/alteration of its EXTERIOR -- the ordinance text does not extend that trigger to purely interior work. A purely interior tenant improvement in existing commercial space appears to be administered as an ordinary 'alter, repair, improve' Building Permit under 8-1-2(A) -- the same generic mechanism used for any other building alteration, with no Design Review step and no separate TI fee schedule.
