Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. Always confirm the current adopted edition and any local amendments with your specific jurisdiction before submitting plans.

Permit types & fees
Residential Building Permit (New Construction / Addition / Alteration)
Required for erecting, constructing, enlarging, altering, repairing, improving, removing, converting, or demolishing any building or structure within Greenleaf city limits, including new single-family homes, additions, and alterations. Reviewed and issued by the city's contracted Building Official (Idaho Building Inspection Services, Inc.) under Greenleaf City Code Title 8, Chapter 1.
Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mount solar photovoltaic systems within Greenleaf city limits. Requires a City Building Permit (structural/racking, valuation-based using the ICC Building Valuation Data plus the City's Permit Fee Multiplier formula) plus a State of Idaho electrical permit (wiring/interconnection) issued by the Division of Occupational and Professional Licenses (DOPL) -- Greenleaf has no electrical-permit program of its own. EV Charger / Electric Vehicle Charging Station Permit
Installing a Level 2 (240V) EV charger circuit at an existing residence in Greenleaf is electrical work, and since Greenleaf has no electrical-permit program of its own, it requires a State of Idaho DOPL Contractor (or Homeowner) Electrical Permit -- the same statewide authority that issues the electrical permit for solar installations. Idaho's DOPL Electrical Permit Worksheet (Fee Schedule, Rev. 8/17/2022) has no dedicated 'EV charger,' 'EVSE,' or 'electric vehicle' checkbox -- confirmed by direct text search of the current worksheet PDF, which does have a dedicated checkbox for 'Solar, Renewable Energy, power generation, power production, or energy storage systems' but none for EV charging. No City of Greenleaf Building Permit is needed for a simple wall/pedestal charger with no new structure -- unlike solar, which needs a City structural/racking permit for the panel mounting.

Tips & gotchas
- Greenleaf is one of the smallest incorporated cities in Canyon County (~900 residents, incorporated June 8, 1973) and runs its building function through a contracted Building Official (Idaho Building Inspection Services, Inc.), not an in-house department — expect City Hall (208-454-0552) to be the first point of contact, which then routes to the Building Official.
- Greenleaf independently adopted its own building codes and building-permit ordinance (Greenleaf City Code Title 8, Chapter 1) and independently sets its own fee schedule by City Council resolution (most recently Resolution #223, effective 10/01/2025) — this is NOT a pass-through of Canyon County's building program.
