Residential Building Permit (New Construction / Addition) in Unincorporated Elmore County, Idaho

  • Fire District signature confirming driveway meets fire-access specs, if property is in a fire district (required even for solar and fireplace permits)
  • Flood Development Permit with Elevation Certificate ($100 fee) required if the structure is located in a flood area
  • Contractors must provide current Idaho Contractor Registration number and expiration date Contractor
  • Plans for structures above ~5,000 ft elevation (above Tollgate) require an engineer/design-professional-stamped report or engineered truss diagrams for 120 lbs/sq ft snow load and 115 mph wind speed

  • Electrical, plumbing, and HVAC/mechanical permits are NOT issued by Elmore County — they are administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Contact DOPL at 208-334-3950 (IVR) or 208-334-3233.

  • Approved plans are only held 30 days — the permit fee must be paid within that window or the applicant must reapply and pay the plan review fee again.
  • One seasonal extension is granted without fee for permits with maintained construction progress in the Pine, Featherville, Fall Creek, Rocky Bar, Prairie, and Atlanta areas; weather/natural-disaster extensions are also fee-free.
  • A completed and inspected driveway is required before Elmore County will issue a residential building permit.
  • Prior to the first inspection, the site address must be posted at the public road entrance and property boundaries must be clearly marked, or the inspection will not proceed.
  • Garbage dumpster and sanitary facilities (e.g., a Port-a-Potty) must be on-site (not in the roadway) during construction, or inspections will not be performed.
