Residential Building Permit (New Construction / Addition / Alteration) in Unincorporated Gem County, Idaho

Required for new single-family dwellings, additions, alterations affecting weight-bearing walls or window sizing, garages/shops, pole buildings, decks, and most other residential structures over 120 sq ft in unincorporated Gem County.   • Two (2) complete sets of plans, legible and drawn to scale (minimum 18"x24" paper for new construction; minimum 8.5"x11" for additions/alterations)
  • Site plan (1 inch = 20 feet or 1/8 inch = 1 foot) showing property dimensions, easements, adjacent street names, existing and new structures, distances to property lines, and driveways (paved/gravel noted)
  • Foundation plan showing footings, piers, foundation/basement wall sizes and locations, reinforcement, and floor framing layout
  • Floor plan for each level showing windows, doors, bearing locations, braced wall panels, stair details, plumbing fixtures, framing members, and room dimensions/uses
  • Cross sections showing footing sizes, anchor bolt size/spacing, mud-sill, stud size/spacing, wall sheathing, insulation, rafter/truss design, attic ventilation path, and roofing type
  • Elevations for all sides of the structure, detailed and dimensioned, with a dashed line indicating bracing/shear wall locations
  • Recorded proof of property ownership (e.g., Warranty Deed)
  • Completed Address Request Form if the parcel has no assigned address
  • Driveway access permit from Gem County Road & Bridge (county road) or Idaho Transportation Department (state highway)
  • Irrigation District approval, Rural Fire District approval, and Architectural Committee approval (HOA), each if applicable to the property
  • Hillside areas (10%+ slope) or building on fill material require stamped engineering and compaction test reports from an independent inspection firm
  • Floodplain-area new construction or additions (not including a 2nd story) must comply with the Gem County Flood Control Ordinance (Title 13), typically requiring an elevation certificate filed with the Planning Director to establish base flood elevation before permit issuance

    Verifies stem wall width/depth (min. 6" wide x 24" deep, centered on footing), rebar and anchor bolts (J-bolts every 6 ft), under-floor ventilation (1 sq ft per 150 sq ft of under-floor space), and seismic hold-downs

    Verifies sheathing-to-framing nailing spacing (wood structural panels, gypsum, or cellulosic fiberboard) and minimum thermal performance/insulation R-values for Climate Zone 13

  • Plan review timeline: the Building Official has up to 30 days by policy to review plans and issue the permit, but per the county's own Building FAQ, 'in most cases, it only takes a few days to a week.'
  • A Southwest District Health site-plan approval is required for ALL building permits as of July 3, 2023 — not just septic-related work. Contact SW District Health at 208-365-6371 (1008 E. Locust Street, Emmett).
  • Electrical, plumbing, and HVAC/mechanical permits and inspections are handled entirely by the Idaho Division of Building Safety (DBS), not Gem County. Electrical inspections: 208-334-2183.
