Commercial Building Permit (New Construction, Additions & Remodels) in Billings, Montana
Required for new commercial construction, commercial additions, and commercial remodels or tenant-improvement build-outs in Billings, reviewed against the 2021 International Building Code (IBC) as adopted and last readopted by the City of Billings September 1, 2022 per Administrative Order #150. Billings is a Montana DLI-certified jurisdiction for Building citywide, without the residential-only or commercial-only split some other Montana jurisdictions carry, so the City's own Building Division reviews and issues commercial permits within city limits rather than the Montana Department of Labor & Industry Building Codes Bureau; outside city limits, in unincorporated Yellowstone County, the DLI Building Codes Bureau administers building permits directly. Commercial applications are submitted through the same CityView Portal used for residential permits and are billed on the same Residential and Commercial Building Permit Fees valuation table. What differs is the surrounding process: commercial and multi-family/multi-unit residential site plans go through a separate Engineering Division review, fire protection system plans are reviewed by the City's third-party consultant rather than as part of this permit, larger projects require a Pre-Construction Meeting, and initial plan review runs longer than for residential.

- The building permit fee table is identical for residential and commercial work, but commercial projects carry additional review steps residential projects do not: a separate Engineering Division site plan review, third-party fire protection system review, and a Pre-Construction Meeting for large projects.
- Budget 2-4 weeks for a Commercial-Minor plan review and 3-6 weeks for a Commercial-Major plan review, against 4-7 business days for residential, per the Building Division FAQ; the City does not define the Minor/Major boundary, so confirm with the Building Division (406-657-8270) which track a given project falls under.
