When you need this permit

  • Building permit required for room additions, remodels, and alterations affecting structural or life-safety elements
  • In addition to plans/specifications for the new structure, provide a floor plan of the existing structure showing: relocation of any existing water heaters, furnaces, baseboard heaters, electrical panels, lights, switches, outlets, and plumbing; any alterations to the existing floor plan; size/use of any existing room whose window or door will be covered by the addition; size of any windows/doors added, relocated, or remaining in the room covered by the addition; and the size of any opening between the existing house and the new addition (per IRC 303.2, an opening must be at least half the common wall area and provide at least one-tenth of the interior room's floor area, but not less than 25 sq ft, for the addition to count as part of an adjoining room)
  • All rooms except kitchens, bathrooms, hallways, storage, garages, or utility spaces must have window areas equal to 8% of the room's floor area (4% openable, with exceptions); bedroom egress windows require a minimum 5.7 sq ft net clear opening (5 sq ft for grade-floor openings), minimum 20-inch clear width, minimum 24-inch clear height, and maximum 44-inch sill height
  • Smoke alarms are required in all new and existing sleeping rooms, hallways giving access to sleeping rooms, and on each floor, interconnected so one alarm activates all others (exception for existing areas without attic/crawlspace/basement access for hard-wiring without removing interior finishes)
  • Carbon monoxide alarms are required outside each separate sleeping area in dwelling units with fuel-fired appliances or attached garages, per IRC 315.1 and WMC 15.04
  • Planning Department approval is required for fences over 6' in height; a building permit is required for fences over 7' in height, retaining walls over 4' in height (footing bottom to wall top), all attached storage sheds, detached storage sheds over 130 sq ft, all porches, and any patios/decks over 30 inches above grade

Tips

  • Normal processing time for plan review is approximately 2 weeks (10 working days) for a complete submittal, per the City's 'Additions (Residential)' handout — the same published figure used for new single-family construction.
  • Detached storage sheds up to 130 sq ft do not require a building permit under the addition/remodel-specific threshold in the City's 'Additions (Residential)' handout — note this differs from the 200 sq ft general accessory-structure exemption in the City's 'Permit Requirements' handout; confirm which threshold applies to your specific structure with the Building Department.
  • IRC 303.2 opening-size math matters if you are converting a garage or covering an existing window/door with the addition — undersized common-wall openings can affect whether a room counts toward light/ventilation requirements.
  • No addition/remodel-specific dollar fee schedule is published; fees are calculated from project valuation administratively.

Frequently asked questions

The City's general 'Permit Requirements' handout exempts one-story detached accessory buildings (tool/storage sheds, playhouses, livestock shelters, greenhouses) up to 200 square feet from a building permit. Confirm which threshold applies to your project with the Building Department at (775) 623-6319.

Winnemucca, Nevada has adopted: Nevada is a home-rule state for building codes: there is no single mandatory statewide building-code edition — each city and county adopts and amends its own code. The only genuine statewide floor is the energy code: Nevada's energy standards reference the IECC, and NRS 701.220 directs the State to adopt and update energy efficiency standards for new construction. Always confirm the specific adopted edition for the city or county in question rather than assuming a uniform statewide building code. UPDATE (2026-07-16): unlike the 2018-2025 Wayback checks, Municode's hosted WMC (library.municode.com/nv/winnemucca) now renders live in a browser and was read directly section-by-section. Current online version: Supplement 14, updated April 8, 2026, codified through Ordinance No. 889 (enacted 3-19-2024) — but Chapter 15.04's code-adoption sections have not been touched since Ordinance No. 798, § 1.1 (adopted 1-21-2014), and the codified text confirms, verbatim: WMC 15.04.040 'The 2012 Edition of the International Building Code...is adopted by the city'; 15.04.050 same language for the 2012 IRC; 15.04.100 NEC section states 'The city designates the 2011 edition of the NEC as the adopted edition'; 15.04.120 'The 2009 Edition of the International Energy Conservation Code...is adopted by the city'; 15.04.140 same language for the 2012 IFC; 15.04.170 same language for the 2012 UMC; 15.04.190 UPC section states 'The city designates the 2012 Edition of the UPC...as such latest edition.' This directly confirms every codesAdopted edition below is still the City's codified law — see the 2026-07-16 RESOLUTION note in localAmendments for the fuller picture and the genuine City-ordinance-vs-joint-handout conflict this surfaced.. Local amendments apply — see the Winnemucca overview page for the full list.
