Solar Photovoltaic (PV) Permit in Winnemucca, Nevada
Required for installation of rooftop or ground-mounted solar photovoltaic systems within Winnemucca city limits. The City of Winnemucca Building Department and Humboldt County Building Department jointly publish a detailed 'Solar Photo Voltaic Systems Submittal Guide' specifying plan-set, structural, electrical one-line diagram, and NEC signage requirements (referencing the 2017 NEC and 2018 IFC), but the guide itself publishes no dollar-figure fee. No standalone solar/PV fee line item was found on the City's fee materials; the same building-permit and electrical-permit fee mechanisms documented elsewhere in this record apply, and current dollar amounts are not published online for either.

When you need this permit
- Two complete sets of plans required; engineered diagrams used for construction require a Nevada engineer's wet stamp
- Roof-mounted systems are NOT allowed on manufactured home roofs
- If existing roof material and sheathing exceed 8 pounds per square foot, structural calculations stamped by a Nevada engineer are required; single-layer asphalt shingle roofs may use a manufacturer's rack stand-off spacing design if vertical stand-off spacing does not exceed 48 inches on center
- Ground-mount footings (grid assembly, slab, grade beam strips, or single caisson/pier) must be a minimum 24 inches deep, with a dimensioned footing plan
- Design must meet minimum 100 mph Exposure C (3-second gust) wind uplift requirements per ASCE 7-05
- Grid-tied systems must notify NV Energy for its safety notification requirements; NV Energy signage does not fulfill NEC signage requirements — separate PV warning/rapid-shutdown labels per NEC 690.13(B), 705.12, 690.31(g), and 690.56(C) must be applied by the installer
- Electrical work governed by the 2017 NEC per the joint Submittal Guide (the City's own Municipal Code 15.04.100 codifies the 2011 NEC — see the drift note in the electrical-permit entry; the live joint solar guide is the more current, jurisdiction-specific evidence for PV work specifically)

The same gap documented for the electrical and demolition permits applies here: no current City of Winnemucca fee schedule with dollar amounts is published on the live City website or in archived captures. Humboldt County's fee page (humboldtcountynv.gov/528/Fees) publishes only Sheriff's Office fees (records, CCW, fingerprinting), nothing for Building/Electrical, and the Building Permit Application PDF (DocumentCenter/View/1074) has a blank fillable 'FEES' box with line items (Building, Plan Check, Plumbing, Electrical, Heating A/C, Runner, Fire Code Review, Other, Penalty Fee) but no dollar figures printed anywhere on the form. The fee is genuinely unpublished; confirm with the Building Department at (775) 623-6319.Review timeline

Tips
- Winnemucca and Humboldt County jointly publish a detailed, jurisdiction-specific Solar Photo Voltaic Systems Submittal Guide (structural, electrical one-line diagram, and NEC signage requirements) — use it as the plan-set checklist even though it does not itself state a dollar fee.
- Roof-mounted solar is explicitly NOT allowed on manufactured home roofs per the joint Submittal Guide.
- Grid-tied systems must separately notify NV Energy for its own safety/net-metering requirements; NV Energy's own signage during the pre-hookup visit does NOT satisfy the NEC 690/705 signage requirements the Building Department will check for — installers must apply the full label set themselves.
- Do not rely on third-party lead-generation sites citing a specific dollar fee or business-day turnaround for Winnemucca solar permits (e.g. a commonly circulated '$150-$400' / '5 business days' figure) — no primary City or County source corroborates either figure; call the Building Department directly.
