Solar PV Permit (City Building Permit + State CID Electrical) in Roswell, New Mexico
Required for installation of rooftop or ground-mounted solar photovoltaic systems within Roswell city limits. The structural/roof-mounting scope is processed as a standard City of Roswell Building Permit, valuation-based per the City's Building Fee Schedule. The electrical-connection scope is NOT issued by the City — as of January 1, 2026 (until further notice), the New Mexico Construction Industries Division (CID) handles all electrical permitting, plan review, and inspection in Roswell, and 'Solar' is an explicit checkbox scope of work on the CID electrical permit application (residential and commercial). When you need this permit
- Structural/roof-mounting scope: submit a City of Roswell Building Permit Application (email to permits@roswell-nm.gov or via CloudPermit), reviewed against the New Mexico Residential/Commercial Building Code (2021 IRC/IBC base) as the City's Building & Inspections Division enforces as the local AHJ under NMAC 14.5.2
- Site plan (with setbacks and drainage plan) and, where roof-mounted, structural adequacy documentation per 14.5.2.10 NMAC submittal requirements
- Electrical-connection scope: apply through the New Mexico Construction Industries Division (CID), not the City — check 'Solar' as the scope of work on the CID Electrical Permit Application (residential or commercial)
- Only appropriately, validly, and currently CID-licensed persons (or an eligible homeowner under 14.5.2.18 NMAC) may apply for or be issued the electrical permit
- If the installation includes a solar thermal (water-heating) component, a separate Plumbing/Mechanical Permit line item applies for that plumbing connection ('Solar System (each)')
- Persons who are not appropriately, validly, and currently licensed by CID are not eligible to apply for or be issued a building permit either, except under the homeowner's permit provision

- As of January 1, 2026, the electrical-connection scope of any solar installation in Roswell is a STATE (CID) permit, not a City permit — 'Solar' is an explicit checkbox scope of work on the CID Electrical Permit Application, distinct from the general new-service amperage tiers.
