Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Permit types & fees
Residential Building Permit
Required for new residential construction, additions, structural alterations, and finishing of previously unfinished space in West Valley City. Governed by the 2021 International Residential Code and WVC Municipal Code Title 16.
Electrical Permit
Required for electrical work in West Valley City including panel upgrades, service changes, new circuits, and wiring installations. Governed by the 2023 National Electrical Code (NEC) as confirmed in WVC Design Criteria effective April 18, 2026. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the WVC Permit Costs & Fees page lists only amperage-tiered electrical-upgrade fees ($53/$79.50/$95.40) with no separate EV-specific line item.
EV Charger / EVSE Permit
West Valley City has not published a distinct EV-charger permit or fee. EV charger/EVSE installation is electrical work filed under the city's general Electrical Permit; the WVC Permit Costs & Fees page lists only amperage-tiered electrical-upgrade fees ($53 under 200 amps / $79.50 for 200-400 amps / $95.40 over 400 amps or over 600 volts) with no separate EV-specific line item.
Mechanical / HVAC Permit
Required for furnace, air conditioning, and HVAC system installations and replacements in West Valley City. Governed by the 2024 International Mechanical Code (IMC) and 2024 International Fuel Gas Code (IFGC) per WVC Design Criteria effective April 18, 2026.
Roofing Permit
Required for re-roofing, roof replacement, and roof conversion in West Valley City. Must comply with Section R907 of the 2021 International Residential Code. Roof conversions require a truss diagram and truss detail.

Sign Permit
Required in West Valley City before erecting, constructing, reconstructing, enlarging, locating, or altering most signs, per West Valley City Municipal Code § 11-2-104: 'It shall be unlawful for any person...to erect, construct, reconstruct, enlarge, locate or alter any sign within the City contrary to any provisions of this Title, and/or where required, without first obtaining approval for a sign permit from the City.' West Valley City publishes two distinct, real fee tracks: a Building-side 'Sign permits' fee based on sign valuation with a $150 minimum, and a separate Planning-side 'Sign review' fee that varies by sign type (wall, pole/monument, billboard).
Commercial Tenant Improvement / Tenant Finish Permit
Required for commercial remodel and tenant-improvement work in West Valley City. The Permit Costs & Fees page (wvc-ut.gov/307) publishes no tenant-improvement-specific fee line item, and West Valley City does not tier its published fee page between new-commercial-shell and tenant-improvement work (unlike some neighboring Utah cities). The codified Consolidated Fee Schedule at Municipal Code § 1-2-103(1)(a) resolves this: 'Fees charged for building permits are set forth in this subsection...except as modified below' is a generic grant covering any building permit — new construction or alteration/remodel alike — that lacks a more specific override, defaulting to the valuation-based table at § 1-2-103(1)(a)(i). This is the same table West Valley City applies to residential remodels (see this jurisdiction's Basement Finish Permit entry), and § 1-2-103(1)(k)(ii)(1)-(2) independently confirms it governs 'the building permit fee' for commercial and manufacturing buildings generally, with no carve-out distinguishing new construction from tenant improvement.
Fire Sprinkler & Fire Alarm Permit
Required by the West Valley City Fire Prevention & Inspections Division before installing automatic fire sprinkler/gas suppression systems, fire alarm systems, standpipes, fire pumps, or other automatic fire suppression systems (hood and duct, dry chemical). This is a separate plan-review/permit fee from the general Building Permit, codified with per-system, tiered fee tables at West Valley City Municipal Code § 1-2-105(1), which implements International Fire Code (IFC) 105.6 in the city's own Fire Department fee schedule.
Change of Use / Certificate of Occupancy Permit
West Valley City does not sell a separate, individually-priced 'change of use permit' product. Per Municipal Code § 7-1-108(3), the use of land or a structure may not be commenced or changed except upon issuance of a written Use Permit by the Community and Economic Development Department (agricultural and animal-keeping uses are exempted). For single-family dwellings, 'changing the use of a room or area' is explicitly listed on the WVC Permit Requirements page as an activity that requires a standard residential Building Permit rather than a distinct product. Tips & gotchas
- West Valley City Building Inspection Division is open Monday through Thursday only, 7 AM to 6 PM — closed Fridays. First field inspection: Mon–Thu 8 AM; last field inspection: Mon–Thu 4:30 PM. Source: wvc-ut.gov/294/Building-Inspections.
- FENCE EXEMPTION: Fences 6 feet or less in height are EXEMPT from building permit requirements per WVC Repairs Not Requiring Permits page (wvc-ut.gov/306). No fence permit exists in WVC's fee schedule for residential fences under 6 feet. However, fences over 6 feet require a building permit. Always confirm location with Planning & Zoning (801-963-3312).
- Driveways and patios without roof coverings are exempt from building permit requirements per WVC Repairs Not Requiring Permits page. Work in the public right-of-way (sidewalk, curb) requires a separate permit from Public Works at (801) 963-3318.
- Detached accessory structures 200 square feet or less and one story in height do not require a building permit per WVC Repairs Not Requiring Permits page — but location must be approved by Planning & Zoning (801-963-3312).
- Water heater replacement requires a permit per WVC Permit Requirements page (listed under installing/replacing water heaters). WVC's published fee schedule does not list a standalone water heater permit fee — call Building Inspections at (801) 963-3283 to confirm current fee.
- West Valley City has an Overpressure Zone in the southwest corner of the city (WVC Municipal Code § 7-14-500P) — new structures in this area may face additional requirements. Call (801) 963-3519 for details.
- Only a licensed electrical contractor with an S200 license may pull a solar panel permit in West Valley City — homeowner pull is not permitted for solar permits per WVC Permit Costs & Fees page.
