Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including Appendices C and J — statewide construction code per Utah Code § 15A-2-103, effective 07/01/2026. Monticello's own Building and Zoning page does not enumerate specific code editions; the city administers the statewide State Construction Code with no locally-published deviation found, so the current statutory statewide editions are cited directly.
  • 2021 International Residential Code (IRC), including Appendix AQ — statewide, per Utah Code § 15A-2-103, effective 07/01/2026 (IRC edition unchanged from the prior 2023-2026 cycle).
  • 2024 International Plumbing Code (IPC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • 2024 International Mechanical Code (IMC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • 2024 International Fuel Gas Code (IFGC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • 2024 International Energy Conservation Code (IECC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • 2024 International Existing Building Code (IEBC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • 2023 National Electrical Code (NEC) — statewide, per Utah Code § 15A-2-103, effective 07/01/2026.
  • Residential provisions of the 2024 International Swimming Pool and Spa Code — statewide, per Utah Code § 15A-2-103(1)(n), effective 07/01/2026.

Tips & gotchas

  • Monticello Building and Zoning office hours: Monday–Thursday 8:00 AM–4:30 PM, Friday 8:00 AM–12:00 PM only (shortened Friday hours, unlike Murray's full Friday day).
  • Monticello independently administers its own building-permit program (its own Building Official, its own Consolidated Fee Schedule, its own iworq Citizen Portal) — it is NOT contracted out to San Juan County. Do not confuse Monticello's own San Juan County (Utah, FIPS 49-037) with the different San Juan County, New Mexico (FIPS 35-045) already present in this corpus as 'unincorporated-san-juan.json' — a genuine cross-state name collision; this file's countySlug is disambiguated as 'san-juan-county-ut'.
  • Utah Code § 10-20-909 (current version effective 11/6/2025, renumbered from its earlier § 9-835 designation) sets a combined statutory ceiling of 17 business days (3-business-day completeness screening + 14-business-day plan review) for one- and two-family dwellings/townhomes — Monticello's own official checklist cites this figure directly to applicants, so it qualifies as jurisdiction-published, not merely inferred from statute.
  • Statewide construction codes effective 07/01/2026 per Utah Code § 15A-2-103: 2024 IBC, 2021 IRC, 2024 IPC, 2024 IMC, 2024 IFGC, 2023 NEC, 2024 IECC, 2024 IEBC — Monticello's own site does not publish city-specific edition citations (unlike some larger Utah cities), so these are cited directly from the current statutory text rather than attributed to a Monticello page claim.
  • Monticello requires the building lot to be deeded in the applicant's name and recorded with the San Juan County Recorder's Office (or a notarized owner-permission statement) before permit issuance — a local prerequisite layered on top of the state's own application-completeness requirements.
  • Monticello's Consolidated Fee Schedule has no separate flat-fee line items for standalone electrical, plumbing, or mechanical trade permits — all building work (including those trades) is charged under the same valuation-based Building Permit Fee table plus the flat Building Inspection Fee, State Fee, and Plan Review fee. Trade/accessory permit types beyond the core residential-building-permit were not built in this file because no distinct fee, requirement set, or review timeline for them was found published by the city as of 2026-07-08.
