Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC.   Required in Vernal City before erecting or placing most signs, per Vernal City Zoning Code (Title 16) § 16.28.100 (Chapter 28, Sign Regulations): 'Regardless of the value or cost of a sign, no sign shall be erected or placed within Vernal City without first making application for and obtaining a permit for said sign,' with specific exemptions. The Uintah Fire Suppression District — Vernal City's local fire authority per its own website (uintahfire.com), which lists a Vernal Fire Department among its departments and staffs the City's Fire Inspector — publishes an official Permits page (uintahfire.com/permits.php) covering only Burn Permits; no fire sprinkler/alarm permit, fee schedule, or plan-review procedure is published there. Vernal's own Fire Safety page (vernal.gov/203/Fire-Safety) likewise covers only routine business fire life-safety inspections and an annual Fire Safety Month, with no permit or fee information.

• Change of Use / Certificate of Occupancy Permit

  Vernal City has not published a standalone change-of-use permit or application. The City's own Planning & Development Building Permit Application (PDF) states, under 'OCCUPANCY': 'Vernal City restricts the occupancy of the building within the City limits accordingly: It is unlawful to occupy or move furnishings into any building without first having obtained a Certificate of Occupancy issued by the City.' The Certificate of Occupancy is issued by the City as the final step of the standard Building Permit / Commercial Build Application and inspection process, rather than through a separate application, review track, or fee line item. A change of use for an existing building without construction is handled through the ordinary General Commercial License (business license) process — corroborating the Commercial Building Permit entry's documented finding that a 2026-07-20 direct check of the Business Licensing FAQ and checklist PDFs found no distinct change-of-use fee or application.
