Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC), including Appendices C and J — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(a); supersedes the 2021 edition previously listed here. Uintah County's own Building Code page (uintah.gov, live-checked 2026-07-16) is UNCHANGED and still states '2021 International Building Codes Effective July 1, 2023' — the county page has not been updated for either the 2021→2023 language it already had wrong stylistically or the 2024 statewide edition now in force; the statute governs.
- 2021 International Residential Code (IRC) — REMAINS CURRENT; Utah Code § 15A-2-103(1)(b) did not change this edition in the 7/1/2026 statewide transition.

Uintah County's FAQ page ('Do I need a permit for my building? It's portable on a skid?' article, live-checked 2026-07-16) is UNCHANGED and still cites 'Chapter 14 of the 2018 International Existing Building Code (IEBC)' and '2018 International Building Code (IBC)' / '2015 International Residential Code (IRC)' / 'IRC 2015 or IBC 2018' for relocated/moved structures — this is now a much larger lag (2015/2018 editions vs. the current 2024/2021 statewide editions) than previously flagged; the FAQ page's separate 'When are building permits required' article also still cites 'IBC 2015 & IRC 2015' verbatim. The statute governs; Uintah County's FAQ page has not been updated to reflect any statewide code cycle since at least 2015/2018.

- 2023 National Electrical Code (NEC) — REMAINS CURRENT; Utah Code § 15A-2-103(1)(g) did not change this edition in the 7/1/2026 statewide transition. Uintah County's Building Code Information page (live-checked 2026-07-16) is UNCHANGED and still lists '2020 National Electrical Code (NEC) Effective July 1, 2021' — that page remains not updated; the statewide 2023 NEC is the legally in-force edition per the statute.
- NOTE (2026-07-16 re-verification): Utah Code § 15A-2-103, version effective 7/1/2026 (superseded 1/1/2027), took effect 15 days before this re-verification — the flip anticipated by this file's prior 'Effective July 1, 2026' note has now occurred and is confirmed live. IBC/IPC/IMC/IFGC/IECC/IEBC/residential ISPSC are now 2024 statewide; IRC (2021) and NEC (2023) did NOT change. Uintah County's own Building Code page and FAQ page were both live-checked 2026-07-16 and remain unchanged/stale exactly as previously found (in the FAQ's case, considerably staler than previously documented — see the IEBC entry above) — the statute is cited directly as governing throughout, per this file's established recovery-avenue policy.
Permit types & fees
Residential Building Permit
Required for new single-family dwelling construction, additions, remodels, and manufactured homes on private lots in unincorporated Uintah County. The Uintah County Community Development Building Division issues and reviews all building permits for land outside incorporated cities (Vernal, Naples). Fee is calculated per square foot by occupancy classification under the county's adopted fee schedule.
Electrical Permit
Required for residential electrical service upgrades/replacements, temporary power pedestals, and agricultural electrical service in unincorporated Uintah County. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the county's Permit Fee by Activity & Flat Fee table (Ord. 08-06-2025 O1) does not publish an EV-specific line item (checked 2026-07-19).
EV Charger / EVSE Permit
Uintah County does not publish a distinct EV charger / EVSE permit type or fee line item. Directly read the complete 'Permit Fee by Activity & Flat Fee' table of the county's official Fee Schedule (Uintah County Code § 3.30.010, Ordinance No. 08-06-2025 O1, enacted 8/12/2025, Book 1921 Page 869) on 2026-07-20 — it lists 26 specific activity/flat-fee line items (residential electrical service upgrade or replacement, temporary power pedestals, agricultural electrical service, commercial/utility equipment and commercial electrical service, solar, wind/radio towers, cell towers, etc.) and contains no 'EV,' 'electric vehicle,' or 'charging station' line item anywhere in the table. EV charger / EVSE installation is therefore billed as ordinary electrical work under the same Electrical Permit that governs residential electrical service upgrades and replacements.
Mechanical / HVAC Permit
Required for replacement of furnaces, air conditioners, water heaters, and boilers, and for LPG-to-natural-gas conversions in unincorporated Uintah County.
Solar Panel Permit
Required for installation of solar photovoltaic systems and residential wind/radio towers in unincorporated Uintah County. Fee tier depends on system size.
Demolition Permit
Required for demolition of any structure in unincorporated Uintah County. Includes required Fire Marshal and Health Department sign-off, plus a state Division of Air Quality notification.
Retaining Wall Permit
Required for retaining walls over 4 feet in height (measured from bottom of footing to top of wall) or any wall supporting a surcharge, in unincorporated Uintah County. Walls at or under 4 feet that do not support a surcharge are exempt per the IRC.
Swimming Pool Permit
Required for in-ground and above-ground swimming pool installation in unincorporated Uintah County. Prefabricated pools less than 24 inches deep are exempt under IRC R105.2.
Commercial Building Permit
Required for new commercial construction under an IBC occupancy classification in unincorporated Uintah County. Uintah County's Building Permit Fees table (Uintah County Code § 3.30.010, Ordinance No. 08-06-2025 O1, enacted 8/12/2025) assesses fees per square foot by IBC occupancy classification rather than a single flat commercial rate: Business (B) is billed at $1.00/sq ft, Mercantile (M) at $0.75/sq ft, Assembly (A-1 through A-5) at $1.00/sq ft, Educational (E) at $1.00/sq ft, Factory (F-1/F-2) at $0.60/sq ft, Hazardous (H-1 through H-5) and Institutional (I-1 through I-4) at $1.25/sq ft, Storage (S-1/S-2) at $0.55/sq ft, and Utility (U) at $0.40/sq ft — each subject to a $50 minimum building permit fee and a plan check fee of up to 65% of the building permit fee.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement / tenant finish work inside an existing commercial building in unincorporated Uintah County — the interior build-out that follows a 'Shell Only' permit, or a remodel/change of use of existing commercial space. Uintah County's Building Permit Fees table separately prices a 'Shell Only (prior to tenant build-out)' rate of $0.35/sq ft for all occupancies, a general 'Remodeling' rate of $0.40/sq ft (minimum fee $200) for all occupancies, a 'Change in Use of Occupancy' rate of $0.40/sq ft, and — where plumbing, mechanical, or electrical is being added to a building that previously lacked those systems — a flat tiered fee ($150 for 0-1,499 sq ft, $300 for 1,500-4,999 sq ft, $400 for 5,000+ sq ft).
Sign Permit
Required for erecting, raising, moving, reconstructing, enlarging, altering, placing, or maintaining a sign in unincorporated Uintah County, governed by Uintah County Code Chapter 17.29 SIGNS (Ord. No. 12-18-2017 O1, as amended by Ord. No. 10-28-2019 O1 and Ord. No. 12-20-2021 O1). Applications are made to the Community Development Department "upon the standard building permit form or permitted use application form used by Uintah County" (Section 17.29.060(B)) -- there is no separate freestanding sign-permit application form, and no distinct sign-permit dollar fee is published separately from the county's general building-permit fee schedule.
Fire Sprinkler & Fire Alarm Permit
Required for installation of automatic fire sprinkler systems, special automatic fire-extinguishing systems (e.g., commercial kitchen hood suppression), and fire alarm systems in unincorporated Uintah County. Unlike a jurisdiction with no local fire-plan-review process, Uintah County's own Fee Schedule (Uintah County Code § 3.30.010, Ordinance No. 08-06-2025 O1, enacted 8/12/2025) publishes a dedicated 'Fire District Fees' section with separate review/inspection fee tables for fire sprinkler systems (tiered by sprinkler head count), special automatic fire-extinguishing systems, and fire alarm systems — reviewed and inspected by the county alongside the associated building, commercial, or tenant-improvement permit rather than under a standalone fire-permit application. No distinct standalone fire-sprinkler or fire-alarm application form separate from the underlying building/commercial permit application was identified.
Change of Use / Certificate of Occupancy Permit
Required for a change in use or occupancy classification of an existing building in unincorporated Uintah County, and covers the Certificate of Occupancy sign-off that closes out any building, commercial, tenant-improvement, or change-of-use permit before the space may be occupied. Uintah County's Fee Schedule (Uintah County Code § 3.30.010, Ordinance No. 08-06-2025 O1, enacted 8/12/2025) prices two distinct change-of-use scenarios: (1) 'Change in Use of Occupancy' for a previously-approved building, billed at a flat $0.40 per square foot across all occupancies (Building Permit Fees table); and (2) 'Change of use for a non-approved (unconfirmed) building,' billed 'as per new occupancy classification' — i.e., at the applicable per-square-foot rate for the new occupancy type from the same table (Permit Fee by Activity & Flat Fee table), ranging $0.40-$1.25/sq ft depending on classification. No standalone Certificate of Occupancy application fee is separately published; a CO is issued as part of the final inspection sign-off on the underlying permit.

County-wide figures: BPS reports county-wide totals; jurisdiction is the unincorporated remainder — county totals include incorporated cities (Vernal, Naples). Vernal is a separate jurisdiction file (vernal.json) with its own Building Division; Naples City also issues its own permits. Tips & gotchas
- The Uintah County Community Development Building Division issues permits ONLY for unincorporated county land. Vernal City (vernal.json) and Naples City each run their own independent building departments for land inside their city limits.
- Uintah County's Building Fee Schedule (Uintah County Code § 3.30.010, Ordinance No. 08-06-2025 O1, enacted 8/12/2025) calculates most building permits on a per-square-foot basis by occupancy classification, not a flat valuation-tier system — residential (R-3/R-4) is $0.70/sq ft, subject to a $50 minimum permit fee.
- A plan check fee of up to 65% of the building permit fee applies on top of the base permit fee for projects requiring plan review.
- Incomplete applications are not accepted and are returned to the applicant — this restarts the county's stated 10-working-day minimum review clock.
- Uintah County's own Building Code page (live-checked 2026-07-16, unchanged since 2026-07-08) lists outdated code years — '2021 International Building Codes Effective July 1, 2023' (now itself outdated: the statewide IBC edition is 2024 as of 7/1/2026) and '2020 National Electrical Code' (the legally in-force electrical code statewide is, and remains, the 2023 NEC) — per the current version of Utah Code § 15A-2-103. The County's separate FAQ page is even more stale, still citing 2015 IRC / 2018 IBC / 2018 IEBC for relocated/moved structures.
- Design/environmental loads for Uintah County: wind 115 mph (3-second gust), seismic zone C, roof snow load 30 lbs/sq ft, ground snow load 39 lbs/sq ft, minimum 30-inch frost-protection footing depth.
- A fire hydrant location letter (or Fire Marshal approval letter if the hydrant is more than 600 feet away) is required on most residential applications — coordinate with your water provider early, since this is a common holdup.
- Agricultural buildings that are 'not for human occupancy' can be exempt from a building permit under Utah Code § 15A-1-202, but the county requires a completed Agricultural Use Exemption Application before construction, and this exemption does NOT extend to any electrical, plumbing, or mechanical work in the building.
- Permits expire if an approved inspection is not obtained within 180 days of issuance; each approved inspection resets the 180-day clock.
- Refunds are available up to 90 days after permit approval (and before work commences), capped at 80% of the permit fee at the Building Official's discretion — beyond 90 days/after work starts, County Commission approval is required per the Administrative Manual.
