Tips
- Commercial permit applicants must obtain Vernal City Planning approval before the building permit can be issued — this can run concurrently with site plan review.
- A full engineered plan set is expected at submittal, including SWPP, structural, fire sprinkler/alarm, and Com Check energy compliance documentation where applicable.
- A General Commercial License (business license) is a required step in the Commercial Project Completion Checklist, separate from the building permit itself.
- Vernal City has no separate Change-of-Use or standalone Certificate-of-Occupancy-verification permit. A direct check (2026-07-20) of the Business Licensing FAQ, the Business License steps/checklist PDFs, and the Commercial/Residential Building Permits pages found no distinct fee or application for changing a building's use classification or re-verifying occupancy for an existing structure: a new business moving into an existing space still applies for the standard General Commercial License, and per the Business License checklist PDF, 'If your business space is in a new development or remodeled, there will be other requirements from the Planning/Zoning Department that will need to be met' — reviewed within the ordinary business license and, if construction is involved, Commercial Building Permit processes documented in this file, not a separate change-of-use process.
