Codes adopted

Permit types & fees
Residential/Duplex Building Permit
Required for new single-family dwelling and duplex construction, additions, remodels, basement finishes, detached garages, carports/patio covers, and sheds within Roosevelt City limits. Building valuation determines the base permit fee per the city's citywide valuation-based fee table (Resolution 2024-322); water impact, sewer connection, secondary water, electrical, and gas-line fees are billed as separate line items on the same application.
Commercial Building Permit
Required for new commercial building construction, 3-plex/4-plex multi-family dwellings, additions, remodels, and repairs to existing commercial buildings within Roosevelt City limits. Sign Permit
Required for free-standing, flat, wall-attached, or painted-on-building signage within Roosevelt City limits, in the Professional Office Residential (PO-R) or Commercial (C) zoning districts. Requires both Planning and Zoning approval and Building Inspector approval before issuance.
Mobile Home Inspection Permit
Required for mobile/manufactured home inspection and foundation placement (single-wide trailer or modular home) within Roosevelt City limits. Fees are flat, distinguished by whether the unit is a single-wide trailer, a modular home, or a standard mobile home inspection.
Street Right-of-Way Encroachment Permit
Required for any contractor work performed within Roosevelt City's public street right-of-way (e.g., utility cuts, excavation near public streets). Commercial Tenant Improvement / Tenant Finish Permit

Roosevelt City Fire Department, not the Roosevelt City Building Department, is the authority having jurisdiction (AHJ) for fire sprinkler systems in Roosevelt. Roosevelt City has no dedicated fire sprinkler/alarm page on its own website (rooseveltcity.gov), so this entry is primarily sourced from the industry-maintained "Authorities Having Jurisdiction" reference list (dated 2026-Apr-01) used by Utah fire protection contractors, which lists Roosevelt Fire Dept's specific submittal requirements. Re-chased 2026-07-20: this is independently corroborated by Roosevelt City's own official Consolidated Fee Schedule (Resolution 2024-322, adopted by the City Council June 4, 2024, rooseveltcity.gov/DocumentCenter/View/3162), which contains a dedicated "FIRE DEPARTMENT FEE SCHEDULE" section -- verified by direct PDF text extraction -- listing only escalating False Alarm / Nuisance Fire Alarm Call fees ($100 for a 3rd call in a year, rising to $150 + $25/call thereafter). The City's own current fee resolution contains no fire sprinkler system, fire alarm installation, or fire protection plan-review fee line item of any kind, which is consistent with (and a first-party confirmation of) the third-party AHJ list's description that Roosevelt Fire Dept charges no permit or plan-review fee for these systems.
EV Charger / EVSE Permit
Roosevelt City's Consolidated Fee Schedule has no distinct "EV Charger" or "EVSE" fee line item. Under "Other Inspections and Fees," the schedule lists a standalone $25.00 Electrical Inspection fee (alongside Mobile Home Inspection $50.00, Sign Permits $50.00, and Gas Line Inspection), which is the general fee that applies to standalone electrical work such as EV charger/EVSE installation not otherwise bundled into a new-construction building permit.
Solar PV Installation Permit
Roosevelt City has no distinct solar or photovoltaic (PV) permit application, checklist, or fee line item. A rooftop or ground-mounted solar PV installation is processed as part of the general Residential/Duplex or Commercial Building Permit (whichever applies to the property), using the same citywide valuation-based Building Permit Fee table (Resolution 2024-322), plus the standard $25.00 Electrical Inspection fee for the electrical/interconnection work.
Fire Alarm System Permit
Roosevelt City does not publish a standalone Fire Alarm System permit, application, or fee, and Roosevelt Fire Department (255 South State Street; AHJ contact Roger Eschler) has no fire-alarm-specific page or fee schedule of its own. The City's Commercial Building Permit Application captures fire protection work through a general 'Fire Protection Contractor' field rather than a distinct fire alarm checklist item, and the Consolidated Fee Schedule's own 'FIRE DEPARTMENT FEE SCHEDULE' section (Resolution 2024-322) contains only escalating False Alarm / Nuisance Fire Alarm Call penalty fees for repeat false-alarm dispatches -- not an installation or system permit fee. Tips & gotchas

- A single citywide valuation-based Building Permit Fee table (Resolution 2024-322) applies to BOTH residential/duplex AND commercial building permits — it is not split into separate residential and commercial tables the way some Utah cities structure their fee schedules.
- Water and sewer connection fees are billed at different rates depending on whether the property is inside Roosevelt City limits (lower rate) or outside city limits but served by Roosevelt sewer/water ('County' rate, per the fee schedule's own terminology) — always confirm which tier applies.
