- A fence under 7 feet tall outside the right-of-way is fee-free, but per the fee schedule's own line item it still 'requires a permit' rather than being exempt outright — confirm with the Building Department whether a zero-fee permit application is still expected for your project.
- Front-yard and right-of-way fences require a permit even at low heights; only rear-yard fences under 7 feet are addressed as no-fee on the schedule.
