Codes adopted
Wyoming has no statewide-mandated building code for general private construction. Under Wyoming Statute § 35-9-106, the Council on Fire Prevention and Electrical Safety in Buildings adopts minimum fire, building, mechanical, existing-building, and fuel-gas standards (not exceeding the International Codes), but § 35-9-121 makes local enforcement an opt-in delegation: a municipality or county must apply to the State Fire Marshal for local enforcement authority and adopt, by ordinance or resolution, standards equivalent to or more stringent than the state's — otherwise no local building code applies at all. In practice this produces exactly the fragmented picture that describes most of the state: some cities and counties (e.g., Laramie County, Natrona County) have adopted and enforce their own building codes, while many unincorporated county areas genuinely require no building permit for general construction. Electrical is different: under § 35-9-119(a)(i), the Chief Electrical Inspector (Wyoming State Fire Marshal's Office, Department of Fire Prevention and Electrical Safety) enforces the National Electrical Code statewide by default, EXCEPT in localities that have been separately granted their own certified electrical-enforcement authority under § 35-9-121(a) — so electrical permitting may be issued by the state program or by the local jurisdiction depending on which one currently holds delegated authority. Always confirm both the current building-code adoption status (if any) and which entity — state or local — issues the electrical permit with the specific jurisdiction before submitting plans.

Permit types & fees
Building Permit (New Construction, Addition, Alteration, Demolition)
The City of Lander's core building permit, covering new residential and commercial construction, additions, structural alterations, and demolition, under the City's Application for Building Permit form. Governed by the locally-adopted 2024 IBC/IRC (LMC Title 3). The permit fee for this category is set 'Per Valuation Table Attachment A' of Resolution 1359 rather than a flat rate; the City's own submittal checklist gives a published plan-review turnaround of 1-3 weeks.
Trade / Small Project Alteration Permit (Electrical, Plumbing, Mechanical, Re-roof, Siding)
Covers smaller trade and alteration work that does not rise to the level of new construction or a full remodel — electrical service inspections/alterations, mechanical equipment replacement, plumbing alterations, water heater replacement, gas piping pressure tests, water/sewer line replacement, siding, and re-roofing. Priced under Resolution 1359's 'Small project Equipment/Material, including labor' category, which sets a general rate of 1% of contract amount with specific flat-fee alternates listed by trade.
Manufactured Home Placement Permit (HUD Standard)
Required for placement of a HUD-standard manufactured home within Lander city limits. Charged as a flat fee under Resolution 1359, distinct from the valuation-based new-construction/remodel fee.
Accessory Building Placement Permit
Required for temporary and permanent placement of storage and skid structures left in place 30 days or more, per Resolution 1359 and LMC 4-6-1(A)(9). Covers items on the Application for Building Permit's 'ACCESSORY STRUCTURE' section: deck/patio, shed, detached garage, awning/covering, pole barn, and spa/hot tub.
Fence Permit
Required for fences installed in the public right-of-way, and for fences exceeding 7 feet in height (which require engineering). Fences under 7 feet in height (outside the right-of-way) require no fee. Fencing requirements and required structure setbacks are separately published by the City.
Sign Installation Permit
Required for new sign installation or alteration within the City of Lander. Charged per square foot of sign face, with a stated minimum, under Resolution 1359.
Solar PV Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems in Lander. The electrical/structural work is processed through the City's standard Application for Building Permit (Trade/Small Project Alteration Permit for a retrofit, or the valuation-based Building Permit if bundled into new construction); separately, Wyoming's Solar Rights Act (Wyo. Stat. §§ 34-22-101 et seq.) requires the City to administer a distinct Solar Rights Permit, priced at $275 under Resolution 1359, that establishes a property owner's priority right to an unobstructed line-of-sight path from a solar collector to the sun.
EV Charger / EVSE Permit
Electric vehicle charging equipment (EVSE) installation in Lander is processed through the City's standard Application for Building Permit under the Trade/Small Project Alteration Permit category, the same category and flat-fee mechanism used for a standalone solar retrofit's electrical scope. Resolution 1359 (Fee Schedule 2025-26) has no dedicated EV-charger/EVSE line item, so an EVSE circuit is billed under the same 'Electrical Alteration' ($30) or 'Electrical Service Inspection' ($75) flat fees used for other electrical trade work, depending on whether the installation requires new/upgraded service equipment.
Fire Sprinkler / Fire Alarm System Permit
Installation, addition, or alteration of a fire alarm, fire sprinkler, or fire suppression system in Lander is not a City of Lander permit product at all — it is processed directly through the Wyoming Department of Fire Prevention and Electrical Safety (State Fire Marshal), which requires a Plan Review and a 'Permit to Construct' for this work 'regardless of size or valuation,' per the Department's own published Plan Review Information page. Resolution 1359 (the City's Fee Schedule 2025-26) has no fire-alarm/sprinkler/suppression line item, and the City's own Application for Building Permit has no checkbox covering this scope, which is consistent with the work being state-administered rather than City-billed.
Change of Use / Certificate of Occupancy
Lander has no standalone 'change of use' or 'certificate of occupancy' permit product of its own. Occupancy or use changes are processed through the same City of Lander Application for Building Permit used for other work (most often filed as 'Alteration of Structure'), and a Certificate of Occupancy is issued at no additional charge once the final inspection on that permit passes (see this file's residential-commercial-building-permit entry). Separately, Wyoming law requires a change of occupancy type or use that would cause a building to become one of several state-enumerated building categories to go through a Wyoming Dept. of Fire Prevention & Electrical Safety Plan Review, independent of whatever the City itself requires.
Tips & gotchas
- Lander's Title 3 (Buildings and Construction) is a brand-new, comprehensive code title — enacted whole-cloth by Ordinance 2025-16, effective 12/13/2025, replacing a prior 'Title 3 (Repealed) Adoption and Enforcement of Uniform Codes and Standards for Mobile Home and Modular Buildings.' Every ICC code the City enforces (IBC, IEBC, IRC, IPC, IFC, IMC, IFGC, IPMC) is now the 2024 edition; only the National Electrical Code remains on the 2023 edition. Verify this is still current before citing an older edition from any secondary source.
- The City of Lander does NOT enforce the International Energy Conservation Code (IECC) — IBC Section 101.4.6 ('Energy') is explicitly repealed by LMC 3.08.20(B), and no separate IECC chapter exists anywhere in Title 3.
- The primary new-construction/remodel building-permit fee is set 'Per Valuation Table Attachment A' of Resolution 1359, but that valuation table was not found published as a standalone document on landerwy.gov as of 2026-07-18 — applicants are directed by the Building Permits FAQ to call the Building Inspector directly for an exact cost.
- Contractors need a separate CITY of Lander contractor license (Building Contractor Class I-IV, Electrical, HVAC, Plumbing, or Utility Contractor, each with its own initial and annual-renewal fee under Resolution 1359) in addition to any state-level licensing — this is a genuinely separate registration requirement, not just a state pass-through.
- The Building Department's own submittal checklist publishes a specific 1-3 week plan-review turnaround for new residential/commercial construction — a real, citable figure that is easy to miss because it lives inside the Detailed Packet PDF (landerwy.gov/media/786) rather than on the main Building Permits webpage or its FAQ.
