Sign Permit in Williams, Arizona

Required before constructing a new sign, altering the size, shape or location of an existing sign, or displaying any sign in the City of Williams. The requirement is codified at Code of Ordinances § 158.199(A) (Zoning, Signs, General Provisions): 'A sign building permit shall be obtained from the city prior to the construction of a new sign, or alteration of the size, shape or location of an existing sign, and/or display of any sign' (Ord. 939, passed 3-27-2014). The City publishes two distinct paper application forms for this: a Sign Permit Application signed off by the Building Inspector, and a separate Temporary Sign / Banner Application/Agreement administered by a City Representative, which is one of the few Williams permit forms that prints its own fee amounts on the face of the form. Fourteen categories of sign are exempt from permit under § 158.200.

When you need this permit

  • § 158.199(A): a sign building permit must be obtained from the City prior to the construction of a new sign, alteration of the size, shape or location of an existing sign, and/or display of any sign
  • § 158.199(B): all signs shall be constructed and attached, mounted, supported or erected in conformance with the adopted building codes of the City, including the electrical code
  • § 158.199(C): all signs and sign structures shall be maintained in a safe condition; if the City determines a sign is not safely maintained, the Zoning Administrator notifies the sign owner to repair it within 48 hours, and if it is not repaired or removed the City Council may cause the repair or removal at the sign owner's cost
  • Height and placement (§ 158.199): a sign within 25 feet of a street and/or two feet of a sidewalk must have a minimum height of eight feet above the grade immediately below it; eight feet minimum above a sidewalk; 14 feet minimum above a driveway; and, except as provided in the chapter, signs shall not project beyond the property lines
  • Location (§ 158.199(E)): except where specifically allowed otherwise, each sign shall be located on the lot for which it advertises, informs or otherwise attracts attention

  • Temporary signs and banners use a separate form — the Temporary Sign / Banner Application/Agreement — with a detailed drawing including size, location, wording, and attachment method provided on a separate sheet
  • Temporary sign conditions (printed on the Temporary Sign / Banner Application/Agreement): signs or banners may not exceed 24 sq. ft. in size; only one sign or banner may be displayed per property street frontage; no public right of way/property may be used for display; the sign or banner must be kept in good repair; location is limited to the described location provided by the applicant; and the applicant is responsible for all damage caused by or to the sign

Permanent Sign Permit FeeThe City of Williams Sign Permit Application prints a 'Permit Fee' field for office use but no amount. The governing provision is Code of Ordinances § 150.20, which amends IBC Section 109.2 (Schedule of Permit Fees) to read 'Fee schedule as established by the City of Williams and passed by resolution of the City Council'; § 154.057 does the same on the planning side ('A fee schedule for planning and zoning fees shall be adopted by Council resolution at a duly constituted meeting'). No adopted fee-schedule resolution is published on williamsaz.gov — the Building Department's own FAQ states plainly that 'Because fees are subject to change, actual amounts are not listed'. Tips

  • The code calls it a 'sign building permit' (§ 158.199(A)) and the application is signed off by the Building Inspector — this is a Building Department file in Williams, not a purely planning-counter transaction, and the sign must conform to the City's adopted building and electrical codes.
  • Two different forms, two different tracks: the Sign Permit Application for permanent signs, and the Temporary Sign / Banner Application/Agreement for banners, special-event banners, grand opening / new owner signs, and flags. Only the temporary form publishes its fees.
  • A business license number is a field on the Sign Permit Application — have the license in place before applying.
  • § 158.200 exempts fourteen sign categories, several with hard size caps that are easy to trip: on-premise agriculture and real estate signs at six square feet, nameplate/no-trespassing signs at two square feet, and charitable or religious bulletin boards at 32 square feet.
  • Height clearances are unusually specific in Williams: eight feet above grade for a sign within 25 feet of a street or two feet of a sidewalk, eight feet above a sidewalk, and 14 feet above a driveway.
  • The Temporary Sign / Banner Application/Agreement cites the sign rules as 'the City of Williams Zoning Ordinance, Title 12, Chapter 13' — an older, pre-recodification citation. The current codified location is Code of Ordinances Chapter 158, §§ 158.195 through 158.202. The form is otherwise current (it is the 2025 version posted by the City), but do not chase the Title 12 citation.
