Commercial Building Permit (New Construction / Alteration / Tenant Improvement) in Pinetop-Lakeside, Arizona
Required for new commercial building construction and for alterations, additions, or conversions of existing commercial buildings within the Town of Pinetop-Lakeside, reviewed against the 2024 IBC and Town of Pinetop-Lakeside amendments (Town Code Chapter 15.04). The Town uses the same Building Permit Application and Civic Review portal for commercial as for residential work — no separate commercial-specific application form was found. There is no separate Tenant Improvement (TI) permit type, application, or fee line: interior tenant-improvement/remodel work in an existing commercial space is processed as a standard (valuation-based) Building Permit, the same as new commercial construction. Confirmed by direct review of the Town's Building Permit Application/Civic Review portal, the FY2026-2027 Consolidated Fee Schedule (all fee lines reviewed), the Forms & Documents page, and Town Code Chapter 15.04 (full chapter text reviewed) — none reference a distinct TI process, application, or fee.

When you need this permit
- Building permit required for new commercial building construction and for alterations, additions, or conversions of existing commercial buildings within Town limits, except for the narrow Town Code Section 15.04.130 exemptions (fences/walls, curbs/retaining/planter walls, accessory buildings up to 145 sq ft not used for human occupancy, roof-mounted antennas, and like-for-like maintenance repairs)
- Plans for multi-family, industrial, and commercial buildings (or qualifying alterations, additions, or conversions) must be submitted to and stamped approved by the applicable Fire District BEFORE the Town's Planning and Zoning Department will issue the building permit; the Fire-District-approved plans become part of the Town's permit record (Town Code Section 15.04.150)
- Two (2) copies of plans and specifications required with every building permit application, including a site or plot plan; one approved copy is returned to the owner (Town Code Section 15.04.140)
- Projects over $75,000 in valuation require a licensed engineer's or architect's seal on plans; projects $50,000 and over require contractor bonding — these thresholds apply Town-wide, including to commercial projects
- Public accommodations and commercial facilities must comply with the Arizonans with Disabilities Act standards and the incorporated ADA Accessibility Guidelines for Buildings and Facilities, adopted as an amendment to the IBC (Town Code Section 15.04.320), applying to new construction and alterations commenced after September 3, 1996
- Contractor's statement of Arizona Registrar of Contractors license required Contractor
- A single blanket building permit is issued per construction project; a nonrefundable Plan Check Fee (30% of the building permit fee) is charged at plan submittal — for commercial plans reviewed by an outside consulting firm, the Town may instead bill up to its actual reimbursement cost (Town of Pinetop-Lakeside FY2026-2027 Consolidated Fee Schedule, Resolution 26-1815)
- New commercial development is also separately subject to Site Plan Review (which incorporates Design Review) under Town Code Title 17 (Zoning), administered by the Planning and Zoning Commission/Community Development Director — a flat $300 fee, distinct from and in addition to the Building Safety Division's building permit fee (Town of Pinetop-Lakeside FY2026-2027 Consolidated Fee Schedule, Planning and Development section, Conditional Use Permits/Variances/Zoning Amendments/Site Plan Review Fees)
- There is no separate Tenant Improvement (TI) permit type, application, or fee schedule published by the Town — interior tenant-improvement/remodel work in an existing commercial space is processed through the same Building Permit Application and valuation-based fee structure as new commercial construction
- Submit via the online Civic Review portal (app.civicreview.com), in person at Town Offices (325 W White Mountain Boulevard), or by mail to the Community Development Department — the same Building Permit Application is used for commercial and residential submittals

Tips
- Fire District plan stamp approval (Town Code Section 15.04.150) is a hard prerequisite gate for ALL commercial, industrial, and multi-family projects — the Town's Planning and Zoning Department will not issue the building permit until the applicable Fire District has reviewed and stamped the plans approved. Budget lead time for this external review step; it runs on the Fire District's own schedule, not the Town's.
- There is no separate Tenant Improvement (TI) permit in Pinetop-Lakeside. This was checked directly against the Building Permit Application/Civic Review portal (same form for all building-permit work), the FY2026-2027 Consolidated Fee Schedule (every fee line reviewed — no TI line item), the Forms & Documents page (only one Building Permit Application listed), and the full text of Town Code Chapter 15.04 (no 'tenant' reference anywhere in the chapter). Interior remodel/finish-out of an existing commercial space is simply billed and reviewed as a standard valuation-based Building Permit.
- New commercial construction is also subject to a separate $300 Site Plan Review fee under Town Code Title 17 (Zoning), administered by the Planning and Zoning Commission/Community Development Director rather than the Building Safety Division — this is a distinct process and fee from the Building Permit itself, similar to how Sign Permits are administered separately under Chapter 17.108.
- The FY2026-2027 Consolidated Fee Schedule's Plan Check Fee note flags that the Town may bill up to its actual reimbursement cost (instead of the flat 30%) for commercial plans reviewed by an outside consulting firm — a signal that some commercial plan review in this small-town department may be outsourced rather than handled entirely in-house.
- 'Revised Commercial Building Plans' carries its own fee line (30% of the original building permit fee) distinct from the general Building Permit Fee — budget for this if plans change after initial submittal.
- Public accommodation and commercial facilities must meet the Arizonans with Disabilities Act standards and ADA Accessibility Guidelines incorporated as an IBC amendment (Town Code Section 15.04.320) for new construction and alterations commenced after September 3, 1996.
- As with residential permits, building permits expire 180 days after issuance if no work has started, or after 180 days of abandonment following an inspection, with one 180-day extension available on written request to the Building Official.
