Codes adopted

Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

  • Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Sahuarita is a general-law municipality that independently adopts and administers its own construction codes through its Community Development Department / Building Safety Division. • The Town of Sahuarita has adopted the 2024 International Building Code (IBC), 2024 International Residential Code (IRC), 2024 International Mechanical Code (IMC), 2024 International Plumbing Code (IPC), 2024 International Fuel Gas Code (IFGC), 2024 International Fire Code (IFC), the 2018 International Energy Conservation Code (IECC — NOT updated to the 2024 edition), and the 2023 National Electrical Code (NEC), together with associated Town of Sahuarita local amendments. Effective July 1, 2026; until 5:00 p.m. June 30, 2026 the Town accepted plans conforming to either the 2018 or 2024 code sets, but beginning July 1, 2026 all plans must conform to the 2024 codes (Sahuarita is confirmed on 2024 codes as of this review, dated July 6, 2026). • Prior to July 1, 2026, the Town enforced the 2018 International Building, Residential, Fire, Mechanical, Fuel Gas, Plumbing, and Energy Conservation Codes, the 2017 National Electrical Code, the 2018 International Swimming Pool and Spa Code, and the 2018 International Property Maintenance Code, each with Town of Sahuarita local amendments; these 2018-cycle amendment documents remain published for reference but are superseded by the 2024 adoption. • 2024 International Residential Code amendments (Final Draft Red-Line, dated 12/18/2025): Town of Sahuarita is inserted as the named jurisdiction (R101.1); Section R102.7 is added requiring new construction to conform to International Fire Code fire-flow/fire-access provisions (Sections 102.5, 503, 507.3, 3310, 3307.1, 3307.1.1, 3312, 3307.2, Appendices B/C/D as amended); Section R108.2 (Schedule of permit fees) is amended to cross-reference 'The Town of Sahuarita Code' (i.e., Town Code Chapter 3.10) rather than a generic 'applicable governing authority'; Section R110.2 is amended so the building final inspection approval itself serves as the Certificate of Occupancy for detached single-family residences (no separate C.O. document/fee). Source: Town of Sahuarita 2024 IRC Amendments, Final Draft Red-Line, dated 12/18/2025 (sahuaritaaz.gov/DocumentCenter/View/13212).
  • 2024 International Building Code and International Plumbing Code amendments were also drafted and finalized on the same 12/18/2025 timeline as companion documents to the IRC amendments (Town of Sahuarita 2024 IBC Amendments and 2024 IPC Amendments, Final Draft Red-Line, dated 12/18/2025), adopted via Town Council ordinance as part of the same code-update package effective July 1, 2026. Source: sahuaritaaz.gov/DocumentCenter/View/13206 (IBC) and sahuaritaaz.gov/DocumentCenter/View/13210 (IPC).
  • Manufactured homes, mobile homes, and factory-built buildings: installation permits are issued per the intergovernmental agreement between the Town of Sahuarita and the Arizona Office of Manufactured Housing, with the Town's own Zoning Clearance and utility-connection fees applying separately (Town Code § 3.10.080(G)). Tips & gotchas

  • Arizona has no statewide mandatory building code — the Town of Sahuarita independently adopts and amends its own construction codes through its Community Development Department / Building Safety Division.
  • The Town's 2024 code adoption (2024 IBC/IRC/IMC/IPC/IFGC/IFC, 2018 IECC unchanged, 2023 NEC) became fully mandatory July 1, 2026 — the transition window that allowed either 2018 or 2024 code submittals ended June 30, 2026 at 5 p.m., so as of this review (July 6, 2026) only 2024-cycle plans are accepted.
  • The Town's 2024 IRC amendment redline shows the design wind speed dropping from the 2018-cycle 115 mph to 105 mph (3-second gust) for general design, with a separate 110 mph value for roof uplift-resistance calculations under the amended R802.11.1.
  • The building final inspection approval itself serves as the Certificate of Occupancy for detached single-family residences — there is no separate C.O. fee or document to track for SFRs, unlike some jurisdictions.
  • Automatic fire sprinklers are required once a residence (including garage and qualifying enclosed porches) exceeds 3,600 sq ft, and an approved fire-flow water supply must reach within 600 feet of the building.
  • All permit fee percentages (electrical 25%, mechanical 25%, plumbing 25%, fire protection 10% of the Building Permit Fee) are set directly by Town Code § 3.10.080; re-verified live 2026-07-16 at ecode360.com/49024348#49024356 (codepublishing.com, the site's former host, now redirects there and blocks direct bot/curl access with a 403 — browser rendering was required). Chapter 3.10 is stable codified Town Code, not a frequently-revised standalone fee resolution, and the electrical/mechanical/plumbing/fire-protection percentages and the §3.10.080(A) valuation table were confirmed unchanged from what this file previously recorded — but the live re-check DID find one drifted figure: §3.10.080(L) Hourly Plan Review is now $80.00/hour (two-hour minimum), not the $60.00/hour previously recorded from the 2023 archive capture (corrected in the solar-pv-permit and pool-spa-permit fee entries above). This confirms the general caution here: dollar figures backed only by an archive should be reconfirmed against a live capture periodically.
  • Demolition carries NO Town permit fee at all (explicitly stated on the Demolition Submittal Checklist) — the only costs are potential separate Pima County Department of Environmental Quality (air quality/septic) fees.
  • The narrow permit-exempt work list includes: like-for-like roofing material and underlayment-only replacement; masonry/wood/chain-link fences and freestanding walls up to 6 feet (Zoning Clearance still required); retaining walls up to 4 feet from footing bottom to wall top; one-story detached accessory structures/ramadas up to 200 sq ft (Zoning Clearance still required); prefabricated above-ground pools 18 inches deep or less; like-for-like window replacement.
  • The Town participates in a regional 'EZ Permitting' program (ezpermitting.org) offering a streamlined, contractor-self-certified path for like-for-like water heater and mechanical (HVAC) unit replacements, as an alternative to the standard Utility/HVAC Submittal Checklist route.
  • Pool/spa permits require an approved Model Pool Plan as a prerequisite gate before a site-specific permit issues, and the first required inspection is a mandatory on-site Pre-Construction meeting with both the property owner and pool builder present.
  • Office hours for the Building Safety Division / Community Development Department counter are not published on the Town's website — permit submittal and inspection scheduling are handled entirely online via Accela Citizen Access rather than in-person hours; this could not be verified after checking the Permits and Inspections, Community Development, Building Safety Division, Contact, and Facilities pages.
