- Full construction document set required, sealed by an Arizona Registered Design Professional: cover sheet with page index, site plan, floor plans, elevations (building heights must be shown for zoning review), building sections, foundation plans, framing plans, mechanical/plumbing/electrical plans, and fire sprinkler plans with hydraulic calculations if applicable (deferred submittal accepted for fire sprinkler plans and for truss calculations, noted on the cover sheet)
- Structural calculations (when engineer-designed), Energy/COMCHECK or approved design program with S,D&J calculations, a soils/geotechnical report no more than 1 year old, specification sheets, and a completed/signed Contractor Form (contractor license number plus Sahuarita business license number) are all required uploads Contractor
- At second resubmittal: Sahuarita or Pima County Industrial Wastewater Application (if applicable), Pima County Department of Environmental Quality (PDEQ) Construction Authorization (if applicable), Grading Permit approval from Public Works, and a Town of Sahuarita or Pima County Sewer Card depending on provider

Tips
- Per the Town's A.R.S. § 9-835 Building Permit Review Timeframes chart (updated 7/22/2024), 'Commercial: Addition, Alteration, New, Tenant Improvement' carries a 5-business-day administrative completeness review, then 20 business days for the first substantive review AND 20 business days for the second substantive review — unlike the residential addition/remodel category, the commercial second review window is not shortened to 10 days.
- A shell/new commercial building permit does NOT receive a Certificate of Occupancy on its own — per the Town's own Commercial Submittal Checklist, 'Utility clearances and Certificate of Occupancies will only be issued for tenant improvement permits.' The shell permit instead closes with a Certificate of Completion, which is a prerequisite gate before any tenant-improvement permit inside that shell can receive its own final inspection and C.O.
- Deferred submittals ARE allowed on the new/shell checklist for truss calculations and (with a note on the cover sheet) fire sprinkler plans and hydraulic calculations — this is a real difference from the Tenant Improvement checklist, which explicitly allows no deferred submittals at all.

- The Commercial Submittal Checklist (updated November 2024) still cites '2018 IFC Appendix B & D' for fire flow/access during construction, even though the Town's code-adoption page shows the 2024 IFC became mandatory effective July 1, 2026 — this checklist may not yet reflect the 2024 code-cycle update; confirm the governing fire code edition with Building Safety (buildapps@sahuaritaaz.gov) for an active submittal.
