Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town/county authority under state enabling statutes (A.R.S. Title 9 for municipalities). The Town of Marana independently adopts and administers its own construction codes through its Development Services Department / Building Safety division and does not defer permitting to Pima County or Pinal County. The Marana Town Council adopted this code cycle via Ordinance 2025.013 on June 17, 2025; all new applications received after July 18, 2025 must comply, while plans already in review or approved before that date may remain on the prior (2018) code cycle. Permit types & fees
Residential Building Permit (New Custom Home / Model Home / SFR-Based-on-Model)
Required for new single-family residential construction in the Town of Marana, whether a one-time Custom Home, a reproducible Model Home plan, or a new SFR built from a previously-approved model. Reviewed against the 2024 IRC and Town of Marana local amendments (effective for applications submitted after July 18, 2025, per Ordinance 2025.013). Applications are submitted through the Permit Tracker (eTRAKiT) online portal or in person at the Development Services Counter.
Residential Addition / Remodel Permit
Required for additions and remodels to existing single-family residences in the Town of Marana that go beyond permit-exempt interior finish work. Reviewed against the 2024 IRC as adopted and locally amended by the Town of Marana.
Electrical Permit (Miscellaneous / Building Permit Electrical Scope)
Required for electrical installation, alteration, or repair work in the Town of Marana beyond the narrow home-security-system exemption, governed by the 2023 National Electrical Code (NEC) as adopted and locally amended by the Town (Exhibit G, Ordinance 2025.013). Most standalone electrical work is processed as a Miscellaneous Building Permit; electrical scope within larger residential/commercial projects is reviewed as part of that permit.
Plumbing Permit (Water Heater Replacement / Interior Re-Pipe / Miscellaneous Plumbing)
Required for plumbing installation, alteration, or repair work in the Town of Marana, governed by the 2024 International Plumbing Code (IPC) as adopted and locally amended (Exhibit C, Ordinance 2025.013). Covers water heater replacement, interior water re-piping, and other miscellaneous plumbing scope with a specific flat fee published for like-for-like interior re-pipe work.
Mechanical / HVAC Permit (Heating and Cooling Replacement)
Required for heating and cooling equipment replacement in the Town of Marana, governed by the 2024 International Mechanical Code (IMC) as adopted and locally amended (Exhibit E, Ordinance 2025.013). Evaporative cooler replacement of the same size/capacity in the same location is specifically exempt; upgrades, relocations, and other HVAC replacement require a Miscellaneous Building Permit.
Re-Roofing Permit
Required for residential re-roofing in the Town of Marana that goes beyond the Town's narrow like-for-like exemptions, governed by the 2024 IRC/IBC roofing provisions as locally amended (Exhibit D/A). Repairs to roof sheathing or structural members, and any change to tile roofing from another material, always require a permit.
Photovoltaic (Solar) System Permit
Required for installation of any photovoltaic (PV) system in the Town of Marana, including rooftop solar panels, ground-mounted systems, and pool/water heaters, governed by the 2023 NEC as adopted and locally amended (Exhibit G, Ordinance 2025.013). Inspections include a utility clearance required by the electrical provider prior to grid connection, and the Town publishes separate flat fees for residential vs. commercial systems and for pool/water-heater PV specifically.
Demolition Permit
Required for demolition work on any structure in the Town of Marana. The Town publishes a flat per-permit demolition fee alongside a dedicated Demolition Application Checklist.
Fence and Retaining Wall Permit
Fences and retaining walls in the Town of Marana are regulated with a height-based no-permit exception; taller fences and retaining walls require a Miscellaneous Building Permit and applicable structural review.
Pool and Spa Permit
Required for all swimming pools and spas in the Town of Marana that are 18 inches or deeper (new construction or prefabricated, in-ground or above-ground), governed by the 2024 International Swimming Pool and Spa Code (ISPSC) as adopted and locally amended (Exhibit J, Ordinance 2025.013). The Town publishes distinct flat fees depending on whether the pool uses pre-approved model engineering.
EV Charger / EVSE Permit
The Town of Marana has no separate permit type, application category, or fee line item for EV charging station (EVSE) installation. A Level 2/240V home or commercial EV charger circuit is electrical work, governed by the 2023 NEC as adopted and locally amended by the Town (Exhibit G, Ordinance 2025.013), and is processed the same way as any other standalone electrical work — as a Miscellaneous Building Permit with the flat, all-inclusive plan review fee documented in this file's electrical-permit entry.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Marana independently adopts and amends its own construction codes and runs its own Development Services / Building Safety program, separate from both Pima County and Pinal County.
- The Town adopted the full 2024 ICC code suite (IBC, IRC, IMC, IPC, IFGC, IEBC, IFC, IPMC, ISPSC) plus the 2023 NEC via Ordinance 2025.013, effective for all new applications after July 18, 2025 (plans already in review/approved before that date may remain on the prior 2018 cycle). The IECC is a notable exception — Marana has NOT moved its energy code forward and remains on the 2018 IECC (Ordinance 2019.011).
- Marana town limits straddle BOTH Pima County and Pinal County per U.S. Census Bureau place records, but the Town's own Development Services Department (not either county) issues all building permits Town-wide from the single Ed Honea Marana Municipal Complex; this record associates Marana with Pima County to match that administrative seat.
- Marana publishes its own A.R.S. Section 9-835 Licensing Time Frames document (dated 12/31/2012, still current/referenced) with three distinct building-permit maximum-timeframe tiers: general 'not listed elsewhere' (60/120/180 calendar days), SFR up to $500,000 valuation (30/30/60), and SFR above $500,000 valuation (45/75/120). These are ceiling figures — the Town states most applications process substantially faster.
- Applications and inspection scheduling run through the Permit Tracker (eTRAKiT) online portal at maranaegov.com/etrakit; homeowners without portal access can call the dedicated inspection line (520-382-2637) and leave a voicemail instead.
- Building Plan Review and Building Permit Fees not specifically itemized in the Comprehensive Fee Schedule are calculated per Ordinance 2011.15/Resolution 2011-65 — a valuation-based (BOV) fee derived from ICC Building Valuation Data — the same underlying mechanism seen in comparable Arizona municipalities like Buckeye.
- Marana publishes unusually generous permit-exemption thresholds for several common homeowner projects compared to some peer AZ cities: masonry/wood/chain-link fences up to 7 ft, retaining walls up to 4 ft (footing to top of wall), detached accessory structures up to 200 sq ft, prefabricated pools/spas under 18 inches deep entirely above-ground, temporary canopies up to 900 sq ft, and temporary tents up to 400 sq ft.
- Home security system installation/replacement is specifically permit-exempt in Marana — a carve-out not seen in every AZ jurisdiction's exemption list.
- After 2 failed inspections on a permit, a $75 re-inspection fee applies and further inspections cannot be scheduled until it is paid; the base permit fee only covers the first 2 inspections.
- Inspections run Monday-Friday 7:00 a.m.-3:00 p.m.; requests made before 3:00 p.m. can be scheduled as early as the next business day. After-hours inspections are available but not guaranteed, require 3 business days' advance notice, and carry a 2-hour-minimum after-hours fee.
- Fire-code compliance permits are issued by the Town, but inspections are completed by whichever fire district serves the specific property — applicants should contact their fire district directly for any additional submittal requirements or fees.
- No dedicated ADU (accessory dwelling unit) permit type, checklist, or fee line was found on the Town of Marana Development Services Forms or Need a Permit pages as of this review — ADU construction is understood to fall under the standard Custom Home / Residential Addition-Remodel building permit process plus Title 17 (Land Development Code) zoning review, but no separately named/verified ADU permit record was found published by Development Services at the time of research.
