Building Permit (New Construction, incl. Single-Family Residence, ADU, Garage/Carport, Room Addition, Manufactured Home) in Dewey-Humboldt, Arizona

Dewey-Humboldt does not split new residential construction into narrowly separate permit types the way some larger cities do — a single Building Permit Application covers new single-family residences, accessory dwelling units, garages, carports, decks, patio covers, room additions, remodels, cell towers, swimming pools, and retaining walls, reviewed against the 2018 IBC/IRC and Town amendments. A separate, similarly-formatted Manufactured Home Permit application applies specifically to manufactured/mobile home placement.

Tips

  • The Town's own FAQ states plainly: 'Permits are typically approved in one to two weeks' (5-10 business days), though it notes exceptions can occur — this is the Town's own published review-timeframe statement (dhaz.gov/FAQ.aspx), not a formal A.R.S. § 9-835 timeframe-guideline document (the Town does not appear to publish one of those in the Buckeye/Cottonwood style).
  • The single biggest hidden-timeline risk is the Yavapai County septic permit prerequisite — the Town cannot start its own plan review clock until an approved county septic permit is in hand, and the Town's FAQ warns this county-side step alone can take 4-6 weeks during peak season, on top of the Town's own 1-2 week review.
  • Fees are a Yavapai County pass-through plus a flat 42% Town administration surcharge on both the permit fee and the plan review fee — get a project valuation estimate from the Building Official (928-632-7362) before budgeting, since the underlying county valuation table was not independently re-verifiable live at time of writing.
  • Manufactured Home Permits use a nearly identical application/checklist to the Residential Building Permit but substitute '2 sets of plans and footings approved by State of AZ Manufactured Housing' for the truss-calculation requirement.

Dewey-Humboldt, Arizona has adopted: Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Dewey-Humboldt (incorporated 2004 from the merger of the unincorporated communities of Dewey and Humboldt) runs its own independent Community Development Department / Building Safety Division and independently adopts and administers its own construction codes under Chapter 150 (Building Codes) of the Dewey-Humboldt Code of Ordinances; it does NOT contract the building-permit function to Yavapai County. No Town-published source states the NEC edition year beyond that cross-reference, so the edition year is a genuine gap. The Town's 2018-cycle code adoption for the IBC/IRC/IEBC/ISPSC and the 2021 adoption ordinance date suggest a contemporaneous edition — most likely the 2017 or 2020 NEC — but that is not asserted here as fact; confirm the edition with the Town before designing to it. Dewey-Humboldt runs its own independent Building Safety Division within its Community Development Department, with a named Building Official (Marty Joanou) and Permit Technician (Rio Cochran); it does not contract building-permit administration to Yavapai County. However, the Town's building permit FEES are calculated using Yavapai County's own Valuation and Fee Schedule as a pass-through, with the Town adding a flat 42% administration surcharge — and septic-system permitting is separately and exclusively handled by Yavapai County, a mandatory prerequisite before Town plan review begins.
