Commercial Building Permit (New Construction / Tenant Improvement) in Wellton, Arizona
Required for new commercial construction, and for enlargement, alteration, repair, or occupancy change of commercial buildings, in the Town of Wellton. There is no separate commercial application or commercial permit category: commercial projects file the same standard six-checkbox Building Permit Application (Building / Plumbing / Mechanical / Electrical / Fire Sprinkler / Demolition) used for residential work, and are reviewed by the Town's own Building Safety Division against its adopted 2009 I-Codes. What distinguishes commercial from residential is the required plan set — the Town's Construction Plan Review Requirements handout mandates a substantially heavier commercial submittal (complete civil, storm water, landscaping, architectural, structural, mechanical, plumbing, electrical, and fire sprinkler plans, plus supporting specifications, calculations, and reports) — and the review ceiling, which the same handout expressly sets at 30 working days for new commercial projects.

When you need this permit
- Permit required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure within Wellton town limits — the Town's general permit requirement applies equally to commercial work
- Two complete sets of plans required. Commercial plans must include: complete civil plans, storm water plans, landscaping plans, architectural plans, structural plans, mechanical plans, plumbing plans, electrical plans, and fire sprinkler plans, along with supporting specifications, calculations, reports, and other requirements based on the nature of the project (per the Town's Construction Plan Review Requirements handout, fetched and read 2026-08-01)
- Filed on the standard Town of Wellton Building Permit Application — 'Building' checkbox plus 'Plumbing'/'Mechanical'/'Electrical'/'Fire Sprinkler' as applicable; there is no separate commercial application form or commercial checkbox
- The application's Official Use Only section has staff-completed square-footage and valuation breakouts that include commercial building categories (Warehouse, Office, Storage, Metal Building) plus Type of Construction, Occupancy Class, Occupant Load, Zoning District, and Flood Zone determinations — confirming commercial projects run through this same form and are classified at intake
- Sub-contractors (plumbing, electrical, mechanical) must be listed with their Arizona ROC license numbers under the application's Sub-Contractors Information section; licensed contractors certify under A.R.S. § 32-1169A Contractor
- Owner-developers building for sale or rent must contract with an Arizona-licensed general or specialty contractor and list all contractors on the application (A.R.S. § 32-1121 owner exemption does not cover for-sale/for-rent construction)
- Applications expire by limitation if no permit is issued within 180 days of the application date; plans may thereafter be returned or destroyed by the building official
- Per SB 1598 (A.R.S. § 9-835(G)/(I)) as printed on the Town's own application: only one comprehensive request for additional information is allowed during the Substantive Review Time Frame; after the initial submittal and one resubmittal the permit must be granted or denied (denial requires a new application, new plans, and a new plan review fee). Applicants may optionally sign the application's A.R.S. § 9-835(H) option allowing multiple information requests, each adding a 25% extension to the Overall Time Frame
- Permit issues once plans are approved, contractor documentation is received, and permit fees are paid (per the Construction Plan Review Requirements handout)

Tips
- Tenant improvement (TI) is NOT a distinct permit type in Wellton — confirmed 2026-08-01 by fetching the live Building Permits and Building Safety pages, reading both permit PDFs in full, and web-searching the Town's site: no TI application, TI checklist, TI fee, or TI timeline exists anywhere in the Town's published materials. Interior alteration of a commercial space files the same standard Building Permit Application under the Town's general permit requirement ('construct, enlarge, alter, repair... or change the occupancy'), with the plan set scaled to the project's actual scope — a TI without site work would not trigger the civil/storm water/landscaping sheets that a ground-up project requires, but confirm the required sheets with the Building Safety Division before submitting, since the Town publishes no reduced TI submittal list.
- The Town of Wellton runs its own Building Safety Division and reviews commercial plans in-house ('plans examiners assigned to review and approve construction plans for all proposed projects both residential and commercial' — Construction Plan Review Requirements handout); it does not contract commercial building permitting to Yuma County.
- No fee schedule of any kind is published for building permits — fees are valuation-based and computed by staff at intake. Contact Ashley Rivera, Permit Clerk (928-785-3348, arivera@town.wellton.az.us), for a project-specific fee estimate before submitting; the only published fee figure is the plan review fee at 65% of the permit fee, due at submittal.
- Wellton still reviews against the 2009 I-Codes (the Town's page states this verbatim as of 2026-08-01) — commercial designers used to 2018/2024-cycle jurisdictions should verify their drawings cite the 2009 IBC/IMC/IPC editions.
- The Town publishes no inspection-scheduling procedure, inspection checklist, or certificate-of-occupancy page for commercial projects; the inspection sequence listed here reflects the inspections the adopted 2009 I-Codes themselves require, not a Town-published list — confirm scheduling and any C of O requirements with the Building Safety Division (928-785-3348).
- Budget for the fire sprinkler plan sheets: 'Fire Sprinkler' is one of the six permit checkboxes and fire sprinkler plans are on the mandatory commercial plan list, so sprinklered commercial buildings need that scope in the initial submittal rather than as a deferred item.
