Sign Permit in Superior, Colorado
Town of Superior Municipal Code, Chapter 16 (Land Use), Article XIX (Signs), Sec. 16-19-160 requires a sign permit for permanent building signs, permanent freestanding signs, and any other illuminated sign (including signs retrofitted with illumination), except as otherwise exempted by the Article. The Town Manager issues the permit upon finding the sign complies with Article XIX, with a decision required within ten days of a complete application. Detailed design, size, height, location, and number-of-signs standards vary by residential vs. nonresidential property (Sec. 16-19-60, 16-19-70) and are further capped by total-sign-surface-area rules tied to street frontage (Sec. 16-19-90).

When you need this permit
- A sign permit is required for permanent building signs, permanent freestanding signs, and any other illuminated sign (including signs being retrofitted with illumination), except as specifically exempted elsewhere in Article XIX, per Sec. 16-19-160(a)
- Application must include: applicant name/address/phone; a scaled map showing the sign's location relative to the building/lot and nearby buildings/thoroughfares; a scaled design plan (materials, colors, lighting, construction method, attachment method); name of the installer; written consent of the landowner; any required electrical or building permit; and any other information the Building Inspector requires, per Sec. 16-19-160(b)
- The Manager shall issue the permit upon finding the sign complies with Article XIX, with the decision occurring within ten (10) days of receipt of a complete application, per Sec. 16-19-160(c)
- Twelve categories of signs are fully exempt from Article XIX (no permit, no standards apply): signs ≤3 sq ft customary to residential use (address/mailbox/no-trespassing signs), government-required signs, official traffic/utility signs, memorial plaques ≤15 sq ft, noncommercial flags ≤40 sq ft, non-lettered architectural/art features, STOP/YIELD-type traffic control signs, nameplates ≤4 sq ft, noncommercial holiday/event decorations, athletic field scoreboards, interior signs not legible from outside, and Town instructional signs, per Sec. 16-19-20
- Certain sign types are prohibited outright regardless of permit: billboards, flashing/moving-illumination signs, unshielded light sources, abandoned signs, roof signs, pole-mounted signs, portable signs (except as allowed in Sec. 16-19-40), permanent freestanding signs on residential lots, and permanent signs in the public right-of-way (absent a revocable license agreement), per Sec. 16-19-30
- A separate Banner Permit (not the general sign permit) is required for all banners, issued by the Manager upon a showing of compliance, limited to 4 banner permits per applicant per calendar year, 50 sq ft max, displayed no more than 30 consecutive days — there is NO FEE for a banner permit, per Sec. 16-19-70(g)
- Maximum sign area/height/number/setback/duration vary by sign type and by residential (Sec. 16-19-60 schedule) vs. nonresidential (Sec. 16-19-70 schedule) property, and total sign surface area per property is further capped based on street frontage under Sec. 16-19-90
- A legal nonconforming sign may continue but cannot be enlarged, illuminated, moved, or replaced without losing its nonconforming status, per Sec. 16-19-130

- Illuminated signs are prohibited on residential lots entirely, and any sign within 150 feet of a residential zone district cannot be illuminated between 10:00 p.m. and 7:00 a.m., per Sec. 16-19-100(a) — check proximity to residential zoning before planning an illuminated sign.
- Banners get their own permit track separate from the standard $300 sign permit — banner permits are free but capped at 4 per applicant per year and 30 consecutive display days each.
- Internally illuminated signs are only allowed in the Community Business (B-C), Regional Business (B-R), Light Industry (I-L), and Heavy Industry (I-H) zone districts, per Sec. 16-19-100(c).
