Residential Building Permit (New Construction / Additions) in Superior, Colorado
Required for construction of new single-family homes, additions, and similar new residential structures within the Town of Superior. Reviewed under the 2024 IRC/IBC (as locally amended) plus the Town's structural/wind design criteria, Green Building Program, and Municipal Code Section 18-14-40 construction-waste-recycling requirement. Applications are submitted through Community Core and reviewed by the Town's Planning & Building Department, whose Building Division is operated by SAFEbuilt; Mountain View Fire Protection District conducts an independent, separately-timed fire/sprinkler plan review for new residential construction.

When you need this permit
- Plans must comply with the 2024 IRC/IBC as adopted by Superior Municipal Code Chapter 18
- Must meet the Town's structural/wind design criteria: 154 mph wind speed, 25 lbs/sq ft wind load, 30 lbs/sq ft roof live load, and 36-inch minimum frost line depth
- New residential structures must demonstrate a minimum of 50% construction waste recycling (Municipal Code Section 18-14-40), with waste diversion tracking submitted to the Town at project completion
- Must demonstrate sufficient Green Building Program points scaled to the home's square footage, and 2021 IECC energy-code compliance (via RES-Check, an energy-rating-company Energy Compliance Report, or full prescriptive IECC compliance)
- A Mountain View Fire Protection District Application for Plan Review is required for each residential unit/riser sprinkler submittal, including modular homes; this fire district review is separate from the Town's own review track and may run on a different timeline
- All contractors must hold a current Town of Superior Contractor License (Initial fee $200, obtained via Community Core) in addition to any required State (DORA) trade license Contractor
- Combined building plan set (soils report, stamped foundation/structural plans, architectural/floor plans, combined electrical/mechanical plans, site/plot plan with grading and erosion-control BMPs) uploaded as a single set to Community Core
- A large-format (22x34 or 24x36 inch) copy of the approved plan set must be kept on site until final inspections pass

Tips
- Mountain View Fire Protection District reviews sprinkler/fire submittals on its own separate timeline from the Town's 10-business-day residential target — budget for both tracks running in parallel, not sequentially.
- The Town's 10/15/5 business-day review periods are explicitly targets, not guarantees, and restart entirely if a resubmittal is required — build schedule buffer accordingly.
- Construction waste recycling (minimum 50%) is a Municipal Code requirement for new residential structures, not just a recommendation — waste diversion tracking must be submitted to the Town at project completion.
- Because the Building Division is operated by SAFEbuilt under contract, plan review correspondence and inspection scheduling come through superiorinspections@safebuilt.com and the Community Core portal rather than a generic Town government email.
