Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Tips & gotchas
- Cañon City is a home-rule city with its OWN Building Department (128 Main Street) — Fremont County, Colorado separately operates its own Building Department for unincorporated county areas. Confirm jurisdiction directly if a parcel is near the city boundary.
- The City of Cañon City Building Department issues neither electrical nor plumbing permits. Both trades are permitted and inspected exclusively by the State of Colorado (DORA), as stated on the City's own Building Department and Building Permit Fees pages. Plan for two separate state permits alongside your city building permit. This is broader than Durango, which routes only electrical to the state, and unlike Golden, which issues both itself.
- Cañon City still enforces the 2018 I-Codes (IBC/IRC/IMC/IFGC/IEBC/IECC/ISPSC/IPMC), effective January 1, 2021, per the City's own '2018 International Codes' page — there is no sign of a move to the 2024 cycle, even though Durango and Golden have already adopted 2024 editions. Do not assume Cañon City has updated; confirm the current edition with the Building Department before designing or citing a newer one.
- Building permit fees use a flat 1.0% Permit Fee Multiplier (Resolution No. 20, Series of 2024) applied either to the ICC's national Building Valuation Data table cost or to actual signed-contract value — plus a SEPARATE flat Mechanical Fee ($30 minimum, $10/$1,000 increment over $2,000, effective 01/01/2021) that stacks on top. The City does not collect use tax up front on building permits as of 09/01/2021.
- Cañon City publishes a fast residential review figure: roughly 14 business days before permit issuance, per the Required Approvals Routing Sheet. Commercial plans go to a third-party reviewer, Shums Coda Associates, with an overall commercial timeframe of roughly 45-60 days from a complete submittal — schedule commercial work against that, not the residential number.
