Sign Permit in Wellington, Colorado

Required for most permanent and many temporary signs in Wellington under Land Use Code Section 15-5-80 (Signs). A sign permit is a distinct Land Use Code administrative approval issued by the Building and Planning Department under LUC Section 15-2-140 -- it is separate from, and does NOT satisfy, the building permit requirement under Chapter 18 of the Municipal Code for the sign's physical/structural/electrical installation; an applicant must obtain both. Minor exempt signs (accessory structures/fences/signs 'otherwise not requiring a building permit') route instead through a simplified $30 Zoning Permit.

When you need this permit

  • Each sign permit requires a separate application, filed on a form furnished by the Building and Planning Department, with payment of the non-refundable permit fee (LUC Sec. 15-2-140(a))
  • A sign permit does NOT satisfy the requirement for a building permit under Chapter 18 of the Wellington Municipal Code -- an applicant must obtain all necessary permits for the construction and installation of a sign (LUC Sec. 15-5-80(b)(1)(e))
  • Exemptions from the sign permit requirement (LUC Sec. 15-5-80(b)(2)): signs no larger than 1 square foot in area; signs placed on a fence (other than permitted temporary signs); flags; merchandise visible through a window/window display; indoor signs not visible from outside the structure; and signs not visible off-site
  • Repairs, changes of parts, and preventive maintenance of an existing sign do not require a new sign permit (LUC Sec. 15-5-80(b)(1)(b))
  • Clearance: a projecting sign, awning sign, canopy sign, or other sign extending over a sidewalk or driveway must maintain at least 9 feet of clearance above grade (LUC Sec. 15-5-80)
  • Electronic reader boards: message must not change more frequently than once per minute; no scrolling/animation/zoom/fade/dissolve/exploding or other simulated movement in the message or its transition; must consist of a black or similar dark background; must have ambient light monitors capping brightness at 5,000 nits during daylight hours and 500 nits from dusk to dawn; and may not be displayed within 150 feet of a dwelling unit
  • Manual and electronic reader boards are permitted only as indicated in the sign standards for each zoning district, expressed as a maximum percentage of sign face area; residential uses in residential zone districts may not include reader boards at all (electronic reader boards additionally barred for residential developments)
  • Signs may encroach on bufferyards and setbacks generally required by the Land Use Code, but must comply with whatever sign-specific setback is provided for that sign type
  • A sign permit becomes null and void if installation does not commence within 180 days of permit approval; if authorized work is suspended or abandoned for 180 days after commencing, a new permit is required to complete the installation, even with no changes to the original sign plan (LUC Sec. 15-2-140(d))
  • The Building and Planning Department may revoke a sign permit if it was issued in error, or if the sign/sign-supporting structure is installed contrary to the approved plans or in violation of Section 15-5-80 (LUC Sec. 15-2-140(e))
  • A simplified $30 Zoning Permit (not the full LUC Sec. 15-2-140 Sign Permit) covers signs 'otherwise not requiring a building permit,' processed the same way as the Town's Zoning Permit for small accessory structures/fences, per the Fee Schedule effective 2026-04-01

Sign Permit Fee (LUC Sec. 15-2-140 full sign permit)LUC Sec. 15-2-140(a) requires payment of 'the non-refundable permit fee' but the Town's Fee Schedule effective 2026-04-01 (Planning and Zoning Fees section) does not carry a line item explicitly labeled 'Sign Permit' distinct from the $30 Zoning Permit line -- checked the full Planning and Zoning Fees table directly (PDF text-extracted and visually spot-checked). Tips

    • A sign permit under LUC Sec. 15-2-140 is a Land Use Code/Planning approval, not a substitute for the Chapter 18 Building Permit that also covers the sign's physical construction and any electrical work -- budget for both processes.
    • Small signs are often exempt outright: anything 1 square foot or less, indoor signs not visible from outside, flags, and window-display merchandise don't need a sign permit at all under LUC Sec. 15-5-80(b)(2).
    • Electronic reader boards carry detailed technical standards (no animation, 5,000/500 nit daytime/nighttime brightness caps, 150-foot minimum distance from a dwelling unit) -- review LUC Sec. 15-5-80 closely before designing an electronic message sign.
    • The Town's Fee Schedule names a $30 'Zoning Permit' explicitly covering signs that don't need a building permit, but does not publish a distinct dollar figure for the full LUC Sec. 15-2-140 Sign Permit -- confirm the applicable fee with the Building and Planning Department at application.

Wellington, Colorado has adopted: 2024 International Building Code (IBC) — effective January 1, 2026; 2024 International Residential Code (IRC) — effective January 1, 2026; 2024 International Energy Conservation Code (IECC) — effective January 1, 2026; 2024 International Mechanical Code (IMC) — effective January 1, 2026; 2024 International Plumbing Code (IPC) — effective January 1, 2026; 2024 International Fire Code (IFC) — effective January 1, 2026; 2024 International Property Maintenance Code (IPMC) — effective January 1, 2026; 2024 International Existing Building Code (IEBC) — effective January 1, 2026; 2024 International Swimming Pool and Spa Code (ISPSC) — effective January 1, 2026; 2026 National Electrical Code (NFPA 70-NEC) — effective January 1, 2026 (per the Town's Building Department page; note this is one code cycle ahead of the 2023 NEC used by most other 2026-era Colorado jurisdictions in this corpus — verified directly against the Town's own 'Building Code Update' announcement, not assumed); 2025 Colorado Wildfire Resiliency Code, Version 1.0 — adopted alongside the 2024 I-Codes; Colorado Model Electric and Solar Ready Code — adopted alongside the 2024 I-Codes, addressing HB22-1362's statewide energy/electric-readiness floor; Local Amendments — Ordinance No. 15-2025 (adopted on first reading October 14, 2025 and second reading/adoption November 12, 2025; effective January 1, 2026) replace the Town's prior 2018 I-Code local amendments (originally under Ordinance No. 5-2019) and Ordinance No. 8-2019 (2019 building fee schedule) as the current governing local amendment package. Ordinance No. 15-2025 is codified on Municode (a JavaScript single-page application at library.municode.com/co/wellington); bare curl/automated fetch still returns HTTP 200 with no static text, but CORRECTED 2026-07-23: the full codified text IS retrievable via a live browser session (Municode renders client-side JS content that a headless curl fetch cannot execute) — confirmed directly against Chapter 18, Articles 1-4 (IBC/IRC/IPC/IMC amendments), version 'JUL 10, 2026 (CURRENT)', which quotes Ordinance No. 15-2025's full section-by-section amendment text verbatim, including the IRC R401.2 foundation/soils-report amendment. The Town's own Building Department webpage 'Building Departments News & Update' section (dated 11.25.2025) remains a valid corroborating first-party source for the adoption dates.; Previous code cycle (through December 31, 2025, now superseded): 2018 International Code editions (IBC, IRC, IECC, IMC, IPC, IFGC, IPMC, IEBC, IFC) under Ordinance No. 5-2019, and 2023 NEC. The Town's own Contractors/Homeowners webpages still host several 2018-cycle 'SAFEbuilt Building Guide' packets (Re-Roof 2018, Accessory Structure 2018, Deck/Porches 2018, Patio Covers 2018, Pole Barn 2018, Swimming Pools 2018, PV System 2019) that have not yet been refreshed to reference the 2024 I-Codes as of this review — treated as legacy/stale content rather than the governing code list, consistent with the Town's own live 'Current (Effective January 1, 2026)' code list.. Local amendments apply — see the Wellington overview page for the full list.

No. Per Land Use Code Section 15-5-80(b)(1)(e), a sign permit does not satisfy the requirement for a building permit under Chapter 18 of the Municipal Code. An applicant must obtain both the sign permit (Land Use Code review) and, separately, a building permit for construction/installation.
