Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

- 2024 International Swimming Pool and Spa Code (ISPSC) — effective January 1, 2026
- 2026 National Electrical Code (NFPA 70-NEC) — effective January 1, 2026 (per the Town's Building Department page; note this is one code cycle ahead of the 2023 NEC used by most other 2026-era Colorado jurisdictions in this corpus — verified directly against the Town's own 'Building Code Update' announcement, not assumed)
- 2025 Colorado Wildfire Resiliency Code, Version 1.0 — adopted alongside the 2024 I-Codes
- Colorado Model Electric and Solar Ready Code — adopted alongside the 2024 I-Codes, addressing HB22-1362's statewide energy/electric-readiness floor
- Local Amendments — Ordinance No. 15-2025 (adopted on first reading October 14, 2025 and second reading/adoption November 12, 2025; effective January 1, 2026) replace the Town's prior 2018 I-Code local amendments (originally under Ordinance No. 5-2019) and Ordinance No. 8-2019 (2019 building fee schedule) as the current governing local amendment package. Ordinance No. 15-2025 is codified on Municode (a JavaScript single-page application at library.municode.com/co/wellington); bare curl/automated fetch still returns HTTP 200 with no static text, but CORRECTED 2026-07-23: the full codified text IS retrievable via a live browser session (Municode renders client-side JS content that a headless curl fetch cannot execute) — confirmed directly against Chapter 18, Articles 1-4 (IBC/IRC/IPC/IMC amendments), version 'JUL 10, 2026 (CURRENT)', which quotes Ordinance No. 15-2025's full section-by-section amendment text verbatim, including the IRC R401.2 foundation/soils-report amendment. The Town's own Building Department webpage 'Building Departments News & Update' section (dated 11.25.2025) remains a valid corroborating first-party source for the adoption dates.
- Previous code cycle (through December 31, 2025, now superseded): 2018 International Code editions (IBC, IRC, IECC, IMC, IPC, IFGC, IPMC, IEBC, IFC) under Ordinance No. 5-2019, and 2023 NEC. The Town's own Contractors/Homeowners webpages still host several 2018-cycle 'SAFEbuilt Building Guide' packets (Re-Roof 2018, Accessory Structure 2018, Deck/Porches 2018, Patio Covers 2018, Pole Barn 2018, Swimming Pools 2018, PV System 2019) that have not yet been refreshed to reference the 2024 I-Codes as of this review — treated as legacy/stale content rather than the governing code list, consistent with the Town's own live 'Current (Effective January 1, 2026)' code list.
Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family homes, duplexes, and townhomes in the Town of Wellington. Reviewed by SAFEbuilt, the Town's contracted building-department partner, under the 2024 IRC/IBC as locally amended (Ordinance No. 15-2025), effective January 1, 2026, plus the 2025 Colorado Wildfire Resiliency Code and the Colorado Model Electric and Solar Ready Code.
Residential Addition / Remodel Permit
Required for additions, basement finishes, and remodels to existing residential structures in Wellington. Falls under the Town's 'Permits With Plan Review' track and 'Residential Alterations' permit-naming category, reviewed by SAFEbuilt under the 2024 IRC as locally amended.
Electrical Permit
Required for electrical installation, alteration, or repair in Wellington. Governed by the 2026 NEC as locally adopted (effective January 1, 2026). Wellington does NOT run its own local electrical contractor licensing/certification program — it defers to Colorado State Electrical Board (DORA) licensing, with SAFEbuilt performing contemporaneous state-license verification at permit issuance per SB19-156.
Plumbing Permit
Required for plumbing installation, alteration, or repair in Wellington. Governed by the 2024 IPC as locally adopted (effective January 1, 2026). Wellington does NOT run its own local plumbing contractor licensing program — it defers to Colorado State Plumbing Board (DORA) licensing, with SAFEbuilt performing contemporaneous state-license verification per HB19-1086.
Mechanical / HVAC Permit
Required for heating, cooling, and ventilation equipment installation or replacement in Wellington. Governed by the 2024 IMC as locally adopted (effective January 1, 2026). Furnace, AC, and AC/Furnace Combo replacements are processed under the Town's 'One Stop Permits — No Plan Review' track at a flat fee.
Roofing Permit (Re-Roof)
Required for residential re-roofing in Wellington. Processed under the Town's 'One Stop Permits — No Plan Review' track at a flat $75 fee. Commercial re-roofing (painting a metal roof excepted) also requires a permit.
Solar Photovoltaic (PV) System Permit
Required for rooftop and ground-mount photovoltaic solar installations in Wellington. Falls under the Town's 'Permits With Plan Review' track ('Residential Alteration' category), reviewed alongside the Colorado Model Electric and Solar Ready Code adopted with the 2024 I-Codes.
Demolition Permit
Required for demolition of structures in Wellington. Listed as a distinct permit-requiring project type on the Town's 'Do I Need a Permit?' guide and processed under the 'One Stop Permits — No Plan Review' track.
Deck / Patio Cover / Pergola Permit
Required for uncovered decks, patio covers, pergolas, gazebos, and carports in Wellington. Falls under the 'Permits With Plan Review' track ('Residential Alteration' category).
Water Heater Replacement Permit
Required for water heater installation/replacement in Wellington. Processed under the 'One Stop Permits — No Plan Review' track at a flat $75 fee, distinct from the combined 'furnace-water-heater-replacement' bundling seen in some other Colorado jurisdictions — Wellington bills Water Heater Replacement and Furnace/AC Replacement as separate but identically priced flat-fee line items.
Electric Vehicle (EV) Charging Station / EVSE Permit
Wellington has two distinct layers relevant to EV charging: (1) A standard residential or single-unit EVSE circuit installation is not a separate permit type -- it is billed and processed through the Town's existing Electrical Permit (state-anchored CRS § 12-115-121 fee schedule (renumbered from the commonly-cited § 12-23-117 effective 10/1/2019), plus up to a 15% Town surcharge), the same 'One Stop Permits -- No Plan Review' track used for other standalone electrical work, since Wellington defers to Colorado State Electrical Board licensing and has no dedicated EV-charger fee line. (2) For EV charging SYSTEM/site installations (e.g., commercial or multi-stall charging stations), Wellington's Board of Trustees adopted Ordinance No. 15-2025 (enacted November 12, 2025) amending the Town's Land Use Code to comply with Colorado HB24-1173 (Electric Vehicle Charging System Permits Act) -- Wellington's 2020 Census population of 11,144 places it above the Act's 10,000-person 'covered municipality' threshold. Per the Town's own Planning Commission materials (September 8, 2025 meeting), staff recommended and the Town adopted the legislation's minimum Land Use Code amendment option (rather than the Colorado Energy Office's full model code, or an opt-out), establishing an administrative review process for EV charging infrastructure installations under 8 stalls.

Tips & gotchas
- Wellington contracts building-department functions (plan review and inspections) out to SAFEbuilt — direct plan resubmittals and inspection scheduling calls go to SAFEbuilt (safebuiltcoloradoplanreview@safebuilt.com; 970-674-1036 / 866-671-1036), not the Town's general line, even though applications and payments are still processed through the Town's Community Core/Connect portal.
- Wellington adopted the full 2024 I-Code suite (IBC, IRC, IECC, IMC, IPC, IFC, IPMC, IEBC, ISPSC) PLUS the 2026 NEC, the 2025 Colorado Wildfire Resiliency Code, and the Colorado Model Electric and Solar Ready Code, effective January 1, 2026, under Ordinance No. 15-2025 — one of the more aggressive code-modernization jumps in this corpus (straight from 2018-cycle codes / 2023 NEC to 2024-cycle codes / 2026 NEC in a single ordinance). Some of the Town's own project-specific 'SAFEbuilt Building Guide' packets (Re-Roof, Accessory Structure, Deck, Patio Covers, Pole Barn, Swimming Pools, PV System) still carry 2018/2019 dating and have not yet been visibly refreshed to the 2024 cycle as of this review.
- Ordinance No. 15-2025 itself (the operative local-amendments ordinance for the 2024 code cycle) could not be retrieved as readable text via bare curl/automated fetch: it lives on Municode's Angular single-page application (library.municode.com/co/wellington), which returns HTTP 200 to a bare fetch but serves no static HTML content, is not indexed in the Wayback Machine's readily fetchable snapshots, and has no public Municode content API endpoint that responded. CORRECTED 2026-07-23: a live browser session against the same URL DOES render the full codified text (Chapter 18, Articles 1-11), confirmed directly — e.g. the IRC R401.2 foundation/soils-report local amendment is quoted verbatim in the current 'JUL 10, 2026 (CURRENT)' Municode version. The Town's own Building Department webpage news item dated 11.25.2025 remains a valid corroborating first-party .gov source for the adoption dates.
- Electrical and plumbing contractor licensing is NOT run locally — Wellington defers entirely to Colorado State Electrical Board and State Plumbing Board (DORA) licensing, with SAFEbuilt performing contemporaneous state-license verification per SB19-156 (electrical) and HB19-1086 (plumbing). This is the opposite of what might be assumed for a fast-growing town; confirmed directly against the Town's own Contractor License page rather than assumed.
- Electrical permit fees are NOT in the Town's own valuation-based Building Permit Fee table — they follow the Colorado state-mandated electrical fee schedule (CRS 12-23-117), with the Town's current (2026-04-01) fee schedule stating only 'From State Electrical Fee Schedule' rather than a locally tabulated dollar figure. A Town PDF with 2019-vintage electrical dollar amounts exists but is stale and NOT presented as current pricing in this file.
- Wellington publishes an ACTUAL plan-review turnaround commitment — 'Allow five days for first comments or approval for residential projects (10 days commercial)' — a genuine exception to the general Colorado home-rule pattern (seen elsewhere in this corpus, e.g. Vail) of publishing no SLA at all. This applies to the 'Permits With Plan Review' track only; 'One Stop Permits' (no plan review) carry no published turnaround figure of their own.
- Wellington splits ALL permits into three tracks with materially different processes: 'Permits With Plan Review' (Residential Addition, PV System, Accessory Structure, Basement Finish, Deck, Pergola/Patio Cover, Pole Barn, Shed — full SAFEbuilt review, 5-business-day target), 'One Stop Permits — No Plan Review' (Re-roof, Furnace/AC, Water Heater, Siding, Windows, misc. trade permits, Demolition, Fence, Construction Trailer — pay and schedule inspection directly, no published SLA), and 'Zoning Permits' (small Sheds under 120 sq ft/10 ft height, Fences — reviewed by Planning, not Building).
- No standalone ADU (accessory dwelling unit) permit type is published by the Town as of this review — an ADU would be processed as a Residential Addition (if attached) or Accessory Structure permit (if detached) per the Town's own Permit Naming Categories chart; do not assume a dedicated ADU fee or process exists.
- Permit valuation is calculated by the Building Department from gross floor area or scope of work multiplied by ICC Building Valuation Data — not simply the owner's or contractor's stated project cost — per the Town's own FAQ.
- Showing your paid building-permit receipt to a materials supplier should exempt the purchase from Wellington's sales tax, since the Town's Use Tax is collected through the permitting process itself — a detail worth knowing when pricing materials for a permitted project.
- The Town's Building/Contractors/Homeowners webpages mix current (2024-cycle, 2026-effective) and legacy (2018/2019-cycle) content without always clearly labeling which is which — this file treats the Building Department's dedicated 'Building Departments News & Update' section (dated 11.25.2025) and the Finance Department's fee schedule effective 2026-04-01 as the current, governing sources, and treats undated or 2018/2019-dated SAFEbuilt Building Guide packets as legacy submittal-requirement references whose PROCEDURAL content (what documents are needed) likely still applies even where their code-edition references are stale.
