Applications are submitted via the City of Page Building Permit Application (paper form, PO Box 1180 / 697 Vista Avenue) or through the online iWorQ Building Permit Application Portal (pageaz_permit.portal.iworq.net/portalhome/pageaz_permit). Final inspections must be scheduled at least 24 hours in advance, and final inspection/approval is required before occupying any room.

Inspection sequence

Applies to: Commercial Building Permit

    Site Plan Review Committee (SPRC) Review (pre-permit gate)

    Required before a building permit can be submitted for new commercial construction or exterior remodel/expansion exceeding the 500 sq ft/10% GFA exemption threshold; not required for interior-only tenant improvement work. Scheduled within 14 days of administrative completeness per § 152.095(B)(3)

    Before concrete pour; per 2018 IBC and City of Page design criteria

    Framing / Structural / MEP Rough-In

    Structural framing, connections, and mechanical/electrical/plumbing rough-in verified before concealment

    All work complete per approved plans; a Temporary Certificate of Occupancy (30/60/90 days, CBO discretion) or final Certificate of Occupancy is required before occupancy, per § 152.095(G)

    Fire Marshall plan review

    The third complete paper plan set is routed to the Fire Marshall for review and approval where the development requires fire sprinklers or fire protection (§ 152.095(B)(1)(e) and (F)(1)(e)). Site plan approval is not complete until the Fire Marshall has approved where required (§ 152.095(B)(5)).

    Chief Building Official review and permit issuance

    Once the site plan has received approval from the SPRC, the Fire Marshall where required, and any other required outside agencies, the applicant works with the Chief Building Official to pull the building permits required for construction (§ 152.095(B)(5)). The Building Permit Application's FIRE DEPT approval box must be marked received.

    Fire system field inspection

    Field inspection of the installed fire sprinkler or fire alarm system by the Page Fire Department / Building Safety Department. Re-inspections and inspections outside normal business hours are charged at $47.00 per hour under the fire fee table. Schedule inspections at least 24 hours in advance.

    Final inspection and Certificate of Occupancy

    No occupancy of any structure is allowed until all required improvements are complete and approved by the Chief Building Official, who is the City's representative authorized to issue a Temporary Certificate of Occupancy (30, 60 or 90 days at the CBO's discretion) or a final Certificate of Occupancy (§ 152.095(G)).

    Chief Building Official plan review

    Applications for signage permits are made through the City's Chief Building Official (§ 152.095(F)). The CBO reviews the sign's anchoring against the wind and seismic hazards that exist in Northern Arizona and must approve it (§ 152.058(B)(1)(g)).

    Zoning review

    Review against the sign regulations of § 152.058, including the prohibited-sign list, sight-triangle and right-of-way restrictions, and the illumination provisions of § 152.059. The Building Permit Application carries a ZONING approval box that must be marked required and received.

    Site Plan Review Committee approval (commercial developments only)

    For commercial developments, all site signage with specifications must be shown on the site plan and approved by the Site Plan Review Committee before building permits for signage can be pulled (§ 152.095(B)(2)(h) and (B)(6)). Single-family dwellings and interior-only remodels are exempt from SPRC review.

    Field inspection

    Signs not constructed in conformance with the approved permit are subject to the enforcement provisions of §§ 152.105 through 152.112. Schedule inspections through the Building Safety Department at least 24 hours in advance.
