Commercial Building Permit in Page, Arizona
Required for new commercial building construction and for exterior remodeling/expansion of commercial uses in the City of Page, reviewed against the 2018 IBC and City amendments. Unlike residential construction, most commercial development must first pass Site Plan Review Committee (SPRC) approval — required by Zoning Code § 152.095(B) before any building permit can even be submitted — before the same generic City of Page Building Permit Application and Table 1-A valuation fee schedule used for every other permit type in this record is used to pull the actual building permit. Tenant improvement (interior remodeling of an existing commercial building) is not a separate permit type or fee schedule: it uses the identical Building Permit Application and Table 1-A fees as new commercial construction, and Zoning Code § 152.095(A)(1)(b) explicitly exempts 'interior remodeling only of commercial and multi-family structures' from the SPRC gate entirely (as does an exterior addition/modification under 500 sq ft or 10% of gross floor area, whichever is less, per § 152.095(A)(1)(c)).

- Per § 152.095(B)(3), city staff schedule a formal SPRC meeting to be held within 14 days of determining the site plan application complete, held on the closest Thursday or another day the SPRC deems appropriate; the applicant or their civil engineer must attend in person or via videoconference to answer committee questions

- Hotel/Motel-specific zoning standards apply during site plan/SPRC review (Zoning Code Table 4.2 series): off-street parking is calculated as 1 space per guest room, plus 1 space per 4 persons of the banquet room's maximum capacity (if a banquet room is present), plus 2 spaces per 3 employees, plus 1 RV/boat/bus space per 6 guest rooms (3-space minimum); hotel/motel parking stalls are allowed a reduced 9-foot width; and 4 passenger loading/unloading spaces are required for a Hotel or Motel use (Table 4.2-4). 'HOTEL or MOTEL' is defined in the Zoning Code as 'a facility with continuous on-site management with nine or more sleeping rooms that are intended to be occupied by guests for a fee'

- Page does not have a separate tenant improvement permit or fee schedule — TI work uses the identical City of Page Building Permit Application and Table 1-A valuation fee as new commercial construction. The one genuine procedural difference: interior-only remodeling of a commercial structure is explicitly EXEMPT from the Site Plan Review Committee gate under Zoning Code § 152.095(A)(1)(b) (as is an exterior addition/modification under 500 sq ft or 10% of gross floor area, whichever is less, per § 152.095(A)(1)(c)) — so most TI-scale projects can skip straight to the standard Building Permit Application, while new construction or a larger exterior expansion cannot.
- Unlike residential permits, commercial developments must clear Site Plan Review Committee approval BEFORE a building permit can even be submitted (§ 152.095(B)) — budget for the $500 Site Plan Review fee and the SPRC's 14-business-day meeting-scheduling window as a distinct front-end step, separate from the building permit's own (unpublished) review time.
