Sign Permit in Page, Arizona
Required to erect, re-erect, construct, alter, expand or move all permanent sign types within the City of Page. A separate permit is required for each sign or group of signs on a single supporting structure. In addition to the sign permit, an electrical permit must be obtained before erecting, re-erecting, constructing, altering or moving electric signs. Applications for signage permits are made through the City's Chief Building Official. General sign maintenance — cleaning, painting, or changing a sign's content or a face of the same size that does not alter or change the sign's structure — does not require a permit.

When you need this permit
- A permit is required to erect, re-erect, construct, alter, expand, or move all permanent sign types within the city limits (Page Code of Ordinances § 152.058(A)(9))
- A separate permit is required for each sign or group of signs on a single supporting structure (§ 152.058(A)(9))

- All signage must be designed, constructed, and installed by a licensed contractor in accordance with the sign regulations and applicable building codes (§ 152.058(B)(1)) Contractor
- All sign materials and components must be of the quality and grade needed to withstand specified wind and seismic hazard conditions in Northern Arizona, and all signs regardless of materials must be securely anchored to withstand those hazards as approved by the Chief Building Official (§ 152.058(B)(1)(e) and (g))
- Signs must maintain a minimum of six feet horizontal clearance and 12 feet overhead clearance from electrical conductors and communications equipment or lines, and clearance from all surface and underground water, drainage and utilities; the owner is required to verify Western Area Power Administration (WAPA) utility requirements (§ 152.058(B)(1)(d))
- No sign or sign structure may be erected or placed so as to obscure visibility or sit in the sight-triangle at street intersections, or where it may interfere with, obstruct the view of, or be confused with any authorized sign, traffic signal or device (§ 152.058(B)(1)(c))
- Combustible materials other than approved plastics may not be used in the construction of any electronic signs (§ 152.058(B)(1)(f))
- Illuminated signs must comply with the outdoor lighting provisions of § 152.059 unless otherwise specified in the sign regulations (§ 152.058(B)(2))
- For commercial developments, signage must be shown on the site plan submitted to the Site Plan Review Committee — all site signage, whether for directional or advertisement purposes, with specifications (§ 152.095(B)(2)(h)) — and building permits for signage may then be pulled as approved by the Director, Chief Building Official and Fire Marshall (§ 152.095(B)(6))
- Prohibited signs may not be permitted, including billboards (static or digital) and any other off-premises signage; roof signs and signs projecting above a wall, parapet or roofline; mechanically moving signs, pennant strings, streamers, spinners, propellers and search lights; strobing or flashing signs and signs with a change rate or dwell time of less than four seconds; inflatable signs; abandoned signs including sign frames, cabinets and other sign structures; signs at the airport approach and departure slope of the Page Municipal Airport; and signs that imitate or interfere with official traffic control devices (§ 152.058(A)(8))

Inspection process

Chief Building Official plan review
Applications for signage permits are made through the City's Chief Building Official (§ 152.095(F)). The CBO reviews the sign's anchoring against the wind and seismic hazards that exist in Northern Arizona and must approve it (§ 152.058(B)(1)(g)).

Zoning review
Review against the sign regulations of § 152.058, including the prohibited-sign list, sight-triangle and right-of-way restrictions, and the illumination provisions of § 152.059. The Building Permit Application carries a ZONING approval box that must be marked required and received.

Site Plan Review Committee approval (commercial developments only)
For commercial developments, all site signage with specifications must be shown on the site plan and approved by the Site Plan Review Committee before building permits for signage can be pulled (§ 152.095(B)(2)(h) and (B)(6)). Single-family dwellings and interior-only remodels are exempt from SPRC review.

Field inspection
Signs not constructed in conformance with the approved permit are subject to the enforcement provisions of §§ 152.105 through 152.112. Schedule inspections through the Building Safety Department at least 24 hours in advance.

Tips
- General sign maintenance does not need a permit: cleaning, painting, or changing a sign's content or a face of the same size that does not alter or change the sign's structure is expressly excluded from the permit requirement (§ 152.058(A)(9)), and sign repainting, maintenance, or sign face or content change is separately listed as exempt from the sign regulations altogether (§ 152.058(A)(7)(h)).
- Other signs exempt from the sign regulations under § 152.058(A)(7) include: signs inside a building or otherwise not visible from a public roadway; government and wayfinding signs; signs protected by federal law or state statutes; one flag per lot of a nation, state, county, city, other political entity, church or religious organization; permanent professionally applied wraps on registered non-stationary vehicles actively used in the business's daily operations; name and address signs not over two square feet; yard signs under two square feet with a maximum of two per property; signs carved into or raised in relief on a building; and warning signs limited to one per lot not over two square feet in residential areas and one per lot not over five square feet in commercial/industrial districts.
- Billboards are flatly prohibited in Page — static or digital — as is any other type of off-premises signage (§ 152.058(A)(8)(c)). The code also includes a catch-all: where the code is silent, or where its rules do not provide a basis for concluding that a sign is allowed, the sign in question is prohibited (§ 152.058(A)(8)(m)).
- Sign maintenance obligations run with the property: a damaged sign base must be repaired within 30 days of written city notice of violation, no metal pole cover or sign cabinet may show rust or rust stains, a damaged internally illuminated cabinet or panel may not be illuminated until repaired, and an unsafe or unlawfully installed sign must be brought into compliance or removed within ten days after written city notice — or immediately in case of imminent danger — after which the city may remove it at the owner's or tenant's sole expense (§ 152.058(B)(3)).
