  • Get the zoning question answered first. Section 1.12.A.5 requires any use permit or variance for the new use to be in hand BEFORE a building or construction permit can be issued — starting with the building application will stall the project.
  • The $120.00 'Change in tenant occupancies' line is the occupancy-change item only. Any physical work that comes with it — a tenant improvement build-out — is billed separately on bid value, and bid value is used for any commercial project valuation over $5,000.00.
  • Code edition timing matters right now: Ordinance 2026-03 put the 2024 IEBC in force June 2, 2026, but the county will accept fully submitted applications designed to the 2018 IEBC through December 31, 2026. Choosing the edition changes the compliance path for a change of occupancy.
