When you need this permit

  • Building permit required for room additions, detached garages, accessory structures 200 sq ft or more, fences and decks over 30 inches high, and swimming pools/spas/hot tubs 18 inches deep or more and wider than 8 feet at any point
  • One-story detached accessory structures (tool/storage sheds, playhouses, similar) up to 200 sq ft are exempt from a building permit under the City's IBC Section 105.2 amendment
  • Free-standing light-frame accessory structures up to 400 sq ft with eave height 10 feet or less and no gas/electric service are exempt from the IRC Section R403.1 foundation requirement (though may still need a building permit depending on use/size per the 200 sq ft threshold above)
  • Swimming pools are governed by the City-adopted 2018 International Swimming Pool and Spa Code (ISPSC) with local amendments (barrier self-closing/self-latching door protection at 54 inches per amended Section 305.4 item 3)
  • Grading permits are separately required if the project involves 50+ cubic yards of imported/removed fill not tied to an approved subdivision (unless a building permit is issued for a single-family dwelling), slopes over 15% ACS, or falls into other KMC Section 5-2(e) triggers

Tips

  • The 200 sq ft no-permit threshold for detached accessory structures is more generous than the model 2018 IBC's default 120 sq ft — confirm the exemption applies only to simple tool/storage sheds and similar uses, not structures with electrical/mechanical/plumbing systems.
  • Fences and decks over 30 inches high require a building permit per the City's Residential Building Permit Process guide; lower fences/decks may not, but always confirm with the Building Division given zoning setback rules can still apply regardless of permit status.
  • Swimming pool/spa/hot tub projects follow the City-adopted ISPSC rather than the general IRC pool provisions — the old KMC Section 5-91 Swimming pools ordinance section was deleted specifically because ISPSC adoption superseded it.

Frequently asked questions

Not if it's a one-story detached accessory structure used as a tool/storage shed, playhouse, or similar use with a floor area of 200 sq ft or less — the City of Kingman amended IBC Section 105.2 to raise this exemption threshold above the 2018 IBC's default. Larger structures, or those with electrical/mechanical/plumbing systems, need a building permit.

Kingman, Arizona has adopted: Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (A.R.S. Title 9, §§ 9-831 through 9-840). The City of Kingman runs its own Development Services Department / Building Division and independently adopts and administers its own construction codes; it does not defer permitting to Mohave County, despite the AZBO statewide building-official directory listing a Fire Department contact for Kingman rather than a distinct Building Official entry — that listing is a directory data-capture artifact, not a sign of non-independence. The City's own Code Information & Design Criteria page and Code Amendment page confirm an actively maintained, independently adopted and amended code suite with a named Building Official (Sean Osterman, CBO, CFM).
