Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and two-family dwelling construction in the City of Kingman. Reviewed against the 2018 IRC and City of Kingman local amendments, including City-specific wind/seismic/snow design criteria. As of July 15, 2025, the Development Services Department runs a pilot program combining Site Plan review and Building Plan Check into a single concurrent process to shorten what had been a 5-7 month combined timeline.
Residential Addition / Accessory Structure / Pool Permit
Required for room additions, detached garages, accessory structures 200 sq ft or larger, fences/decks over 30 inches high, and swimming pools/spas/hot tubs (18+ inches deep and wider than 8 feet) in the City of Kingman. Routed through the same residential building permit process as new construction, per the City's process guide.
Commercial Building Permit
Required for new commercial, industrial, and multi-family construction in the City of Kingman. Reviewed against the 2018 IBC and City amendments, using ASCE/SEI 7-2016-based design criteria. Manufactured Home / Factory-Built Building Permit
Required for placement of manufactured homes, mobile homes, and residential/commercial factory-built buildings in the City of Kingman. City issues the local placement permit; construction/installation standards for the unit itself are separately regulated by the State of Arizona.
Solar Energy Device (Photovoltaic) Permit
Required for installation of solar energy device systems in the City of Kingman, per A.R.S. § 9-468 (Arizona's statutory protection for solar energy device installation). Billed as a flat fee under the City's Development Services Fee Schedule.
EV Charger / EVSE Permit
Electric vehicle charging equipment (EVSE) installation in the City of Kingman is billed under the City's general valuation-based Building Permit Fee — the Development Services Fee Schedule (effective July 1, 2025) has no distinct EV-charger/EVSE line item, unlike its dedicated $220 flat fee for solar energy device systems (per A.R.S. § 9-468). Kingman does not publish a standalone 'Electrical Permit' fee table at all; electrical/trade work of this kind is captured within the graduated Building Permit Fee table (Kingman Municipal Code Ch. 5, Art. Tips & gotchas
- Kingman was flagged during original AZBO-directory scoping as 'thin' only because the statewide directory listed a Fire Department contact rather than a distinct Building Official — this was a directory data-capture artifact, not a real signal of non-independence. The City runs a full, independently adopted 2018-cycle ICC code suite (IBC, IRC, IFC, IEBC, IPC, IMC, IFGC, IECC, IPMC, ISPSC) plus the 2017 NEC, with an actively published Code Amendment page, Fee Schedule, and a named Building Official (Sean Osterman, CBO, CFM) — clearly a genuine, independent, well-documented permit system befitting a county seat of ~34,000.
- Arizona has no statewide mandatory building code — Kingman independently adopts and amends its own construction codes and runs its own Development Services/Building Division program; it does not defer to Mohave County for permitting within city limits.
- Kingman runs a full 2018-cycle ICC code suite plus the 2017 NEC — one cycle behind the 2024 codes some other Arizona cities have since adopted.

- The residential building permit process publishes concrete numbers: a 10-working-day administrative completeness review followed by a 10-working-day first substantive review (per the City's Residential Building Permit Process guide, rev.
